training activities in the EU in the areas of food law, feed law, animal
health and animal welfare and plant health rules. It is divided into 5
lots covering different areas.

II.2.1) Total quantity or scope: The tender consists of 5 lots as
follows:
— lot 1: organisation of training courses on veterinary and food safety
control checks in border inspection posts,
— lot 2: organisation of training courses on microbiological criteria and
control of zoonoses,
— lot 3: organisation of training courses on animal welfare concerning the
stunning and killing of animals at slaughterhouses and in disease control
situations and on animal welfare during transport,
— lot 4: organisation of training courses on evaluation and registration
of plant protection products as well as on control of proper use and
marketing of such products,
— lot 5: organisation of training courses on feed law.
Estimated value excluding VAT: EUR 3 900 000.

Information about lots
Lot No 1
Title: Organisation of training courses on veterinary and food safety
control checks in border inspection posts
1) Short description: The lot covers the organisation and implementation
of training workshops, mainly addressed to the Member States staff
operating or involved in BIPs control systems. The aim of these workshops
is to ensure that all official staff engaged in border controls have
adequate training in order to better implement effective and harmonised
control checks and to disseminate best practices for control procedures,
improving knowledge of this complex area and ensuring consistent and high
implementation standards across the Community.
2) Common procurement vocabulary (CPV): 80420000.
3) Quantity or scope: 7, 3-day training courses (5 training courses in an
EU seaport BIP and 2 in an EU road/rail BIP). The attendance should be
approximately 40 people for each course.
Estimated cost excluding VAT: EUR 600 000.
Lot No 2
Title: Organisation of training courses on microbiological criteria and
control of zoonoses
1) Short description: The lot covers the organisation and implementation
of training workshops for staff of the competent authorities of Member
States involved in official controls and possible participants from third
countries, with the aim of developing best practices on the implementation
of microbiological criteria and investigation of foodborne outbreaks and
control and eradication of salmonella in poultry and pigs.
2) Common procurement vocabulary (CPV): 80420000.
3) Quantity or scope: 5, 4-day training courses in the field of
'implementation of microbiological criteria and investigation of foodborne
outbreaks' for approximately 40 people for each course; 5, 4-day courses
in the field of 'control and eradication of salmonella in poultry and
pigs', for approximately 40 people for each course.
Estimated cost excluding VAT: EUR 1 050 000.
Lot No 3
Title: Organisation of training courses on animal welfare concerning the
stunning and killing of animals at slaughterhouses and in disease control
situations and on animal welfare during transport
1) Short description: The lot covers the organisation and implementation
of training workshops in the field of:
— course 1: animal welfare concerning the stunning and killing of animals
at slaughterhouses and in the disease control situation,
— course 2: animal welfare during the transport and related operations.
Course 1 will be dedicated exclusively to the stunning and killing of
specific group of species, one on poultry, one on ruminants and another
one on pigs. The topics addressed in each workshop will include but are
not necessarily limited to relevant EU legislation and international
framework (as the OIE guidelines) and to scientific basis for proper
handling, stunning and killing of animals. The topics addressed in the
workshops of course 2 will include but are not necessarily limited to
relevant EU legislation and international framework (as the OIE
guidelines) and to scientific basis for proper transport of the animals.
2) Common procurement vocabulary (CPV): 80420000.
3) Quantity or scope: 6, 3-day training courses (3 for course 1 and 3 for
course 2) for approximately 60 participants for each workshop.
Estimated cost excluding VAT: EUR 850 000.
Lot No 4
Title: Organisation of training courses on evaluation and registration of
plant protection products as well as on control of proper use and
marketing of such products
1) Short description: The lot covers the organisation and implementation
of training workshops on:
— evaluation and registration of plant protection products. The main goal
is to ensure that all MS are operating a consistent approach to post-Annex
I compliance checking and re-registration of plant protection products and
to reduce the potential for legal challenges to both the EU Commission and
to individual Member States from companies alleging that procedures have
not been followed,
— control of use and marketing of plant protection products. The main goal
is to focus on topics related to the control on use and marketing of
pesticides which have been identified as presenting a higher concern in
terms of lack of harmonisation and measures to be taken.
2) Common procurement vocabulary (CPV): 80420000.
3) Quantity or scope: — 2, 4-day workshops aiming at providing clear
administrative procedures involved in compliance checking and clear
instructions on the scientific principles and procedures to be adopted in
compliance checking. The attendance should be approximately 35 people for
each course,
— 2, 3-day workshops to increase the skills base in order to improve the
capacity to provide a system for control to ensure proper use and
marketing of plant protection products. The attendance should be
approximately 40 people for each course.
Estimated cost excluding VAT: EUR 400 000.
Lot No 5
Title: Organisation of training courses on feed law
1) Short description: The target of the training is to spread knowledge
and best practice in order to increase the level of expertise with regard
to feed hygiene, marketing and control issues concerning all stages of
production, processing and distribution of feeding stuff including some
on-site inspections of establishments involved in the production of such
products.
2) Common procurement vocabulary (CPV): 80420000.
3) Quantity or scope: 10, 5-day training courses for approximately 30
people for each course. The topics addressed in these courses will include
but are not necessarily limited to legislative requirements concerning
registration, approval, inspection of feed establishments and general
hygiene requirements and application of HACCP procedures in the feed
sector as well as use of national/or EU Guides.
Estimated cost excluding VAT: EUR 1 000 000.
