Introduction

An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.

Background

On behalf of the Department of National Defence (DND), Defence Construction Canada (DCC) requires the supply of all materials, labour, transportation, equipment, and supervision necessary to carry out the upgrade of the existing Nitsko telephone system with a new Mitel 3300 ICP phone system at the Damage Control Training Faciliteis (DCTF) at CFB Esquimalt, BC and CFB Halifax, NS.
    
The requirements under the contract will be as follow:

•    Removal of the old Nitsko system & integration of salvaged components
•    Supply and install new Mitel 330 ICP system and interface with the existing Bogen PCM2000 paging system
•    Program the Mitel ICP system to have emergency voice override on the existing paging system. The override feature includes a quad beep pre-announcement tone, then the pre-recorded emergency announcement that will be broadcast system wide over all speakers
•    Supply and install Mitel Quick Conference, complete with 40 port conference bridge to support any combination of number of conferences and participants up to 40
•    The existing cable connectors at CFB Esquimalt will be replaced with RJ45 connectors and the cabling re-tested
•    All of the existing cable and connectors in CFB Halifax will be replaced with new cat5e cable and RJ45 connectors and then tested
•    System will include, but not be limited to:
o    Mitel 3300 CXI controller
o    Mitel 3300 integrated s/w package (64 devices)
o    32 – Mitel 3300 ONS license (single)
o    Mitel (AMC) 3300 64 device assurance
o    2 – Mitel 16 port ONS line cords
o    Mitel analog services unit (ASU)II
o    Mitel module
o    15 – Mitel 5340 IP phones
o    Mitel Quick conference 1.0 (include 8 QC and 8 SIP trunk licenses)
o    Mitel Quick conference 4 port uplift (include 4 SIP trunk licenses)
•    All required programming, training and manuals to complete the installation
•    All equipment supplied and installed shall meet all federal and provincial electrical codes. All materials shall meet CSA and ULC.

It has been determined that the only system suitable to the needs of the DND and capable of utilizing salvaged Nitsko systems is the Mitel 330 ICP. In addition our understanding is that only one supplier is authorized to install these systems in both Halifax, NS and Esquimalt, BC. For this reason, you are hereby notified that the Government intends to negotiate a contract with the supplier mentioned below:

Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a Statement of Capabilities in writing to the Contract Services Officer identified in this Notice on or before 1400 Hours (EDT), May 29, 2008. The Statement of Capabilities must clearly demonstrate how the supplier meets the advertised requirements.

The DCC project number, the Contract Services Officer’s name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.

The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
