II.1.4) Short description of the contract or purchase(s): The contracting
authorities sought a private sector partner to participate and invest in a
new Public Private Partnership vehicle. This was established jointly with
the contracting authorities to provide (or arrange the provision of)
"Partnering Services" and associated services (including but not limited
to property management, procurement, consultancy, architectural,
engineering, construction, technical and building services, building
cleaning services and security services). The PPP vehicle will also
provide/manage the provision by its supply chain of a mixture of new build
and refurbished serviced public and community based health, social care
and customer service facilities, and headquarter and administration
facilities for the contracting authorities ("Relevant Facilities") which
may include other public and community accommodation which is associated
and/or integrated with such Relevant Facilities. The PPP vehicle will
usually provide the facilities as serviced accommodation which meets
defined standards throughout the contractual term. This will usually be
through lease arrangements but may also be under a Private Finance
Initiative (PFI) contract. The PPP vehicle may also provide facilities
management services (such as building maintenance and repair services and
ground maintenance services, building cleaning services and security
services) to other buildings within the contracting authorities' estate.

represents the total Lease charge cost to the Public sector over the term
of the contract for the two sample schemes. It is not possible to provide
an estimate of the overall value of the contract at this stage as the next
tranche schemes are yet to be identified.
Section V.3 - The contract was entered into on behalf of this operator by
South West Hampshire LIFT Limited, 2nd Floor, 3 Brindley Place, Birmingham
B1 2JB and it's wholly owned subsidiary gbprimarycare (SWH) Limited, 2nd
Floor, 3 Brindley Place, Birmingham, B1 2JB.
Section V.4 - The initial estimated total value was estimated to be
between 65 million and 155 million GBP. This was based on a figure of
42million GBP as the estimated capital value of schemes in the first
tranche and recognition of the fact that further projects in the first
five years could push this up to 65 million GBP. It was anticipated that
the overall capital value could extend as far as 155 million GBP.
