II.1.4) Short description of the contract or purchase(s): The Agriculture
Perspective Plan Support Programme (APPSP) has operated since August 2003
and will now operate until 31st December 2008. The purpose of APPSP is to
deliver appropriate agricultural support services, assets and inputs to
the rural poor and excluded. The Ministry of Agriculture and Cooperatives
(MOAC), Government of Nepal, implements the programme in conjunction with
District Government (District Agriculture Development Office (DADO) and
District Livestock Services Office (DLSO)) under agreement with the MOAC.
The objective of the consultancy is to provide advisory support to the
ongoing APPSP as well as funding services to operate and implement APPSP
from the centre in Kathmandu and across the Programme's twenty districts.
The consultant will work with APPSP and Programme partners, particularly
the MOAC, to deliver the outputs of the Programme, including supporting
the poor and excluded to actively participate in and benefit from
involvement in the agriculture sector. The consultant will provide an
efficient funding service to APPSP to enable it to operate and implement
smoothly across programme districts in line with DFID's accounting
practices. A total of some GBP 0.7 million is expected to be expended to
December 2008.
