The rehabilitation and upgrading of the Batajnica - Golubinci section on
the Belgrade - Šid – State Border (CRO) railway line
INVITATION FOR TENDERS
Procurement of materials and equipment for the rehabilitation of the
electrical installations
Public enterprise "Serbian Railways", hereinafter referred to as the
Purchaser, intends using part of the proceeds from the European Investment
Bank (the Bank) towards the cost of the rehabilitation and upgrading of
the Batajnica – Golubinci section on the Belgrade – Šid – state border
(CRO) railway line.
The Purchaser hereby invites suppliers to submit sealed tenders for the
award of the following contracts that will be funded from part of the
proceeds of the loan:
• LOT 1 – Procurement of materials and equipment for the rehabilitation
and upgrading of the overhead contact line in the station of Batajnica and
along the open track section from Batajnica to Golubinci
The equipment with spare parts are classified in the following sections:
- Masts, anchor ties, and loops.
- Return conductor and earthing assemblies.
- Brackets on twin channel (2U) masts.
- Anchor ties, cantilever assemblies, fittings in catenary system, bypass
feeder and droppers.
- Isolators and levers, knuckles, connecting clamps and strands.
- Signals for electric traction system
- OCL fitting tools.
The OCL equipment shall correspond with the New Catalogue of single phase
25 kV, 50 Hz overhead line system, ZJŽ No.77/96 - Serbia.
• LOT 2 – Procurement of materials and equipment for the rehabilitation of
the power supply facilities along the Batajnica-Golubinci track section.
The equipment and materials are classified as follows:
- Power transformers
- Switchgear equipment and surge arrestors
- 110 kV and 25 kV instrument transformers
- Feeding units for 4 plants
- Protection relay equipment
- Instruments for testing relay protection and for electrical measurements
• LOT 3 – Procurement of spare parts and equipment for train dispatcher's
and lineside telephony compatible with the existing B14 "Siemens" system
on the Belgrade – Šid railway line.
The equipment and spare parts are classified as follows:
- Telecommunication desks compatible with CTC (central traffic control)
desks of "Siemens" make
- Dispatcher's central unit with CTC desk compatible with B14 "Siemens"
system
- Talk-back sets at entry and exit signals, AB and level crossings
compatible with the existing B14 "Siemens" system
- Translators compatible with the existing B14 "Siemens" system
- NiCd 24V/72Ah storage batteries
- Documentation, measurements, start up of operation.
• LOT 4 – Procurement of equipment for the repair of signalling and
interlocking devices in the SpDrs 64 JŽ system compatible with
Westinghouse Flexicode 560 central traffic control.
The equipment is classified as follows:
- tools and instruments
- components required to complement the CTC system on the Batajnica-Šid
section compatible with the existing Westinghouse Flexicode 560 system,
- materials for the repair of indoor and outdoor signalling and
interlocking devices in the SpDrs 64 JŽ system
- small automatic stopping equipment (magnets) 1000/2000 Hz with
fastenings to rails 49 and 60 E1.
- points and derailer setting mechanisms type S700 with accessories and
fastenings to rails 49 and 60 E1,
- relay groups and racks for the rehabilitation of station and lineside
signalling and interlocking devices for the SpDrs 64 JŽ system.
Tenders are invited for one or more lots. Each lot must be priced
separately. Tenders for more than one lot may offer discounts and such
discounts will be considered in the comparison of tenders.
Tendering for contracts to be financed with the proceeds of a loan from
the Bank is open to firms from any country.
To be qualified for the award of a contract, tenderers must satisfy the
following minimum criteria:
- The Tenderer must show documentary evidence of its full compliance with
the requirements with respect to its experience and expertise of its
staff, its having necessary equipment at its disposal, its financial
viability and litigation history;
- The Tenderer must have minimum 5 years of experience in performing the
works falling within the scope of the Tender;
- The Tenderer's average annual income (turnover) over the past three
years must exceed three times its tender price;
- In case of a joint venture, every partner should meet a minimum of 20%
of the financial capability requirements, and the lead partner should meet
a minimum of 60% of the financial capability requirements;
- The Tenderer shall ensure the quality of products fully in accordance
with ISO 9001 standards.
- The tenderer shall possess the necessary permits allowing incorporation
of the quoted equipment and materials in the network of the Serbian
Railways or it should have started the obtaining procedure before the
authorities in the Republic of Serbia.
Tender documents may be obtained from the office at the address below upon
payment of a non-refundable fee of 500 EUR, or equivalent in RSD or
another convertible currency.
Payments in Euro or in any other convertible currency may be made by a

If requested, the documents will be promptly dispatched by courier but no
liability can be accepted for loss or late delivery.
All tenders must be accompanied by a tender security of minimum 3% (three
per cent) of the tender value in Eur or its equivalent in a convertible
currency.
Tenders must be delivered to the address below on or before 12.00 (noon)
local time on 09 July 2008 and will be opened at 13:00 local time on 09
July 2008 in the hall, 14a Zdravka Čelara Str., Beograde in the presence
of those tenderers' representatives who choose to attend.
A register of potential tenderers who have purchased the tender documents
may be inspected at the address below.
