Synopsis

Recently, the US and ROK governments agreed to transition wartime operational command and control (OPCON) of ROK forces to the ROK military in 2012. This will result in the inactivation of the current U.S. led Combined Forces Command, and the establishment of a U.S. complementary supporting joint command in Korea. This will be a challenging transition for both the U.S. and ROK from organizational structures and ways of doing business that have been practiced in Korea for decades. This requires a qualified team with experience in joint transformational issues. The goal of this effort is to support USFKs mission to transform from its current configuration and mission set to a separate, complementary joint warfighting command by designing operational logistics organizations, structures, and processes. This initiative will assist the USFK J4 in designing, implementing, evaluating, analyzing, and directing US Joint staff transformation logistical services requirements.


This transformation team shall be expected to provide USFK J4 with a full range of support in developing our transformed US joint staffs logistical operations capabilities throughout South Korea. Services must be extendable to cover activities such as developing, defining, acquiring, maintaining and evolving the vision and process enablers in advancing the logistics development processes; developing the metrics to measure transformation progress and value-added year round and during designated exercises; synchronizing and leveraging capabilities and activities of the joint logistics and organizational development community; developing and leading a associated year round transformation education program; imbedding with J4 and working with J staff as required to write and develop base documents such as Concepts of Operations (CONOPS), Operational & Organization Concept (O&O), Standard Operations Procedures (SOP), and Tactics, Techniques, and Procedures (TTPs); and providing primary J Staff consultation.


USFKs J4 requires contract support in designing, implementing, evaluating, and analyzing the logistical program / plan. This team will use USFKs Organizational and Operational Concept Plan; Transformation Master Plan; and our Training and Exercise Objectives, Tasks, and Milestones to support USFKs incremental transformation between FY 2008 and FY 2012. Accordingly, this team shall be required to thoroughly understand these documents and their impact on our overall transformation effort; recommend updates to them as appropriate; and provide continuity throughout the transformation period.


This teams responsibilities shall include continuous review and recommended refinements to the above base documents; preparing measurable training and exercise products, assessing training and exercises; preparing and leading transformation training and exercise after action reports; leading joint tactical discussions; and working side-by-side with USFK Action Officers and appropriate J Staff to ensure all transformation training and exercise requirements and deadlines are met.



This team will continuously keep USFK leadership apprised of transformation progress to include recommended adaptations to ensure all USFK Transformation requirements are met by FY 2012.
