Eligibility of Bidders:   The successful service provider will have:
1. Extensive experience in all aspects of agro-insurance program design and operations including: regulatory and policy framework development; international trade implications and compliance; data gathering, quality control and management; statistical analysis and actuarial techniques; product design; administration processes; loss adjusting and underwriting; dispute resolution mechanisms; and interaction with stakeholders (insurance delivery channels, producers and government).
2. Demonstrable expertise in a wide array of agro-insurance designs including: production guarantee approaches (individual and area-based); index-based insurance designs (weather, proxy, satellite-based, etc.); crop and livestock insurance; and, commodity price, revenue and/or income insurance concepts.
3. A working experience in private and public sector agro-insurance environments which includes integrating agro-insurance programs into government policy frameworks.
4. Interaction with international reinsurance and securitization markets with a demonstrated success in quantifying and presenting agro-insurance portfolio risk exposures to access these private sector risk transfer opportunities.
5. International consulting experience as well as practical and consistent involvement in mature agro-insurance programs that have spanned a minimum of 15 years.
6. Experience in developing agro-insurance products and supporting operation mechanisms in collaboration with:
a. producer associations; and,
b. the agriculture supply chain sector.
7. Experience in curriculum development and course delivery in both on-site and interactive distance learning with adult extension applications

FOR THE
INTERNATIONAL FINANCE CORPORATION
AGRO-INSURANCE DEVELOPMENT IN UKRAINE

PROJECT INFORMATION

The International Finance Corporation is undertaking the Ukraine Agro-Insurance Development Project in partnership with the Canadian International Development Agency (CIDA). The Project, based in Kyiv, facilitates the development of agro-insurance in Ukraine and will focus on: a strategic plan to guide development of the agro-insurance sector; improvements to the regulatory environment and sector representative structures; developing local technical and managerial capacity to sustain agro-insurance programs overtime; improve risk management awareness through public education of farmers, banks, insurance companies and government; and implementing a practical pilot program(s) to demonstrate sound agro-insurance design and operating principles. Agro-insurance is currently available in Ukraine on a limited scale. Private insurance firms offer insurance policies to producers. The government of Ukraine shares the cost of agro-insurance premium with producers and anticipates providing catastrophic reinsurance capacity to support agro-insurance development

CONSULTING SERVICES

The focus of consulting services for this component of the Project is to develop and deliver a series of courses that will develop the local technical expertise required to sustain agro-insurance programs in Ukraine overtime. These courses will cover all aspects of agro-insurance and be developed in a manner that facilitates adaptation to a broad audience including: executive and senior level management within insurance firms and government; technical design and operational levels in agro-insurance; and, general public awareness of risk management. The consulting service for this effort is comprised of curriculum development, course preparation and course delivery for (i) an executive level and (ii) an introductory technical level course in agro-insurance. More than one course delivery may be required for each level depending on participation demand. Further course requirements are envisaged and will be defined with the consultant upon completion of the first two components.

An EoI must be submitted no later than May 31, 2008 to Gary Reusche at GReusche@ifc.org.

IFC will review EoI submissions and, by June 15, 2008, either select a consultant to negotiate course development for the project or invite qualified consulting firms to submit a full proposal for consideration. Consulting firms who are not successful in the EoI process will be informed in writing
