Expressions of Interest (EOI)

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business, issue no. 493 (Article ref. WB896-493/98) 31 August, 1998 and 16 October, 2002.

The Government of Egypt has received a credit from the International Development Association (IDA) and intends to apply part of the proceeds of this credit to payments under the contract for the external concurrent audit.

This EOI is for eligible Consulting Firms to express their interest, should they be invited, to verify the payments of registration fees and co-payments for the poor and the uninsured population for health services in Alexandria and Menoufia governorates using outputs-based disbursement, and to verify that the data related to the eligible population and the delivery of services constitute a reliable base for the transfer of resources from the Ministry of Health and Population (MOHP) / Technical Support Office (TSO) to the Family Health Funds (FHF) and, consequently, serve as support to the financial audit that will be conducted separately.

Objectives of the concurrent external audit are to provide a professional opinion on the following:

• Integrity; validity, and consistency of the list of enrolled population with the objectives of the Project.
• Integrity, validity, and consistency of the invoicing documents
• Payments made by the FHFs to the health care providers.
• Fulfillment of the conditions for disbursement of the Project funds.

Specific tasks that will be carried out periodically are to verify the following:

(i) Consistency of beneficiaries' lists.
(ii) Consistency of the invoicing documents and fulfillment of quarterly indicator.
(iii) Availability of contracts between the FHFs and health care providers.
(iv) Payment mechanisms used are based on payments against services and not on other production factors.
(v) Accuracy, timeliness, and compliance with implementation arrangements of the Project.
and to:
(vi) Maintain a full coordination with the financial auditor.
(vii) Issue periodically (at least every three months) remarks and recommendations for improving the work stated in items (i) to (vi).

Interested Consulting Firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments especially during the last five years, and details of at least three similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants and firms may associate to enhance their collective qualifications.

The selection will be made in accordance with the procedures set out in the World Bank Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997 and January 1999).
