II.1.4) Short description of the contract or purchase(s): DFID wish to
appoint a Service Provider (SP) to assist the Government of Nigeria to
implement a multi million pound package of support towards the national
effort to control malaria over five years. The purpose of this project is
to accelerate progress towards the Abuja targets and the health MDGs
through support to national malaria control effort. The project will be
operational in up to 12 states (initially in 8 states at the start of the
project) Project outputs include: Improved National, State, and LGA level
capacity for policy development, planning and coordination strengthened.
Effective harmonization of all agencies' support for the malaria
sub-sector at federal, state and local levels. Improved population
coverage of effective measures for the prevention of malaria Improved
access of the population to effective treatment for malaria Increased
community awareness and demand for effective malaria treatment and
prevention Operational research into key areas of prevention and treatment
provides the evidence base for more effective strategies Expressions of
Interest (EOI)s are being invited for implementation of this project. It
is anticipated that specific components will be developed for delivery of
project outputs related to ITNs and BCC. Purpose and output level
indicators for project monitoring are included in the logical framework.
However, a comprehensive performance management framework (PMF) that will
serve the needs of both the Nigeria national programme and the DFID
project will be developed jointly by the SP and counterparts in the
National Malaria Control programme within six months of award of the
contract. This will obviate the need to develop separate monitoring
systems. Management-related services. Supporting services for the
