II.1.4) Short description of the contract or purchase(s): Sustainable
Energy Ireland (SEI) is Ireland's national energy authority with a mission
to promote and assist the development of sustainable energy and was
established by the Government pursuant to the Sustainable Energy Act 2002.
This encompasses environmentally and economically sustainable production,
supply and use of energy, in support of Government policy, across all
sectors of the economy. Its remit relates mainly to improving energy
efficiency, advancing the development and competitive deployment of
renewable sources of energy and combined heat and power, and reducing the
environmental impact of energy production and use, particularly in respect
of greenhouse gas emissions.
Under the European Communities (Energy Performance of Buildings)
Regulations 2006, made by the Minister for the Environment, Heritage and
Local Government, SEI has been designated the issuing authority
responsible for the implementation of the EU Energy Performance of
Buildings Directive (EPBD) in Ireland. At the highest level, this requires
the provision of the policies and procedures, and the associated solution,
that allows a registered Building Energy Rating (BER) Assessor to carry
out a BER on a building and submit the data to generate and publish a BER
certificate on the national register, which can then be accessed by those
interested in buying or renting the property.
From 1.1.2007, new dwellings that applied for planning permission on or
after this date require a BER when they are offered for sale or rent. This
requirement will be extended to all new non-residential buildings in July
2008 and to existing buildings offered for sale or rent in January 2009.
Objective of Invitation to Tender.
The objective of the Invitation to Tender (ITT) was to procure the
services of suitably qualified service provider(s) to operate elements of
the National Administration System (NAS) for the implementation of the
EPBD in Ireland.
