II.1.4) Short description of the contract or purchase(s): Bolton at Home
Limited is an arms length management organisation created by Bolton
Metropolitan Council (the "Authority") for the purposes of delivering the
Authority's capital improvement works. The Authority has already
established a partnering framework agreement in order to deliver part of
the £ 236 m of capital improvements and catch up repairs which concludes
in Spring 2008. The Authority acting through and by Bolton at Home Limited
has selected a contractor to enter into a framework agreement for the
refurbishment and overhaul of existing housing stock under the framework
arrangement. This may include electrical / re-wire works, replacement of
central heating and hot water systems, replacement of kitchens and
bathrooms, re-roofing and works to external structures and potentially
associated infrastructure and / or environmental works. Bolton at Home
Limited's technical services department will be undertaking approximately
£ 24 000 000 worth of capital improvement works in addition to the
selected contractor. The selected contractor will be strategically linked
to Bolton at Home Limited via a strategic alliancing agreement. The
framework agreement will be for a period of four years from 1.4.2008 to
31.3.2012. Call offs will be made through the life of the framework
agreement, including the final year. Call-offs under the framework
agreement may naturally extend beyond this period, depending on the
duration of the relevant construction time-tables. Each call off contract
will be let under the ACA Standard Form of Contract for Project Partnering
(PPC2000) (with bespoke amendment). Acceptance onto the framework
agreement is not a guarantee to any level / amount of work.
