The US Army Medical Research Acquisition Activity proposes to award to Hiroshi Ishida, 503 Robert Grant Ave, Silver Spring MD, on a sole source basis, for a non-personal service contract to provide a Senior Scientist for the on-going research on drugs targeting nitric oxide signaling as therapeutics against sulfur mustard skin injury. Competing this requirement and awarding to any other source would result in substantial delays and disruption of a study that has been in place for the past five years and would also increase the overall cost to the Government if we would have to start over with a new contractor. This procurement shall be under other than full and open competition procedures in accordance with FAR 6.302. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. If no written responses are received at least fifteen (15) days after the publication of this response, the purchase will be awarded without further notice.
