Assignment Overview

Assignment Title: Studying Local Council Oversight and Social Accountability in Tanzania (ALCOSA)

Assignment Country: Eastern Africa

Assignment Description

The consultant is expected to conduct a deliberative analysis in order to characterize and assess current decentralization framework, specifically the role of social accountability (referring to the mechanisms or sanctions by which citizens holds government in check) and council oversight (referring to the mechanisms or sanctions by which councilors hold their executive in check) in ensuring better institutional framework for effective delivery of public services. This kind of understanding will require conducting both qualitative and quantitative assessments of formal and informal processes through which local councilors interact with executive arms and citizens are able to hold their local councilors accountable for their performances. The analysis will be based on field research including surveys of target groups such as respondents from central government, local governments, NGOs, service providers, and businessmen, and citizens.

Funding Source:

The World Bank intends to finance the assignment/services described below under a trust fund from the BNPP-GOVERNANCE: AFRICAN FORUM ON LOCAL COUNCIL OVERSIGHT AND SOCIAL ACCOUNTABILITY.

Submission Requirements:
The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
Consultants may associate to enhance their qualifications.

Interested consultants are hereby invited to submit expressions of interest.

Expressions of Interest should be submitted, in English, electronically through World Bank Group eConsultant http://www.worldbank.org/eConsult.

Notes:
Consultants will be selected in accordance with the procedures set out in the current edition of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers.

Selection and contracting will normally be made from responses to this notification. The consultant will be selected from a shortlist, subject to availability of funding.
