REQUEST FOR PROPOSALS
GAM STANDARD VEHICLE TRACKING SYSTEM
AT AMMAN CITY

TENDER No. 593 /1/2008

Greater Amman Municipality of The Hashemite Kingdom of Jordan (GAM) invites qualified reputable local
and international companies to bid for the tender (GAM Standard Vehicle Tracking System at Amman ) .
Companies with sound relevant experience who are willing to participate in this tender must contact the
Tendering & Procurement Directorate at GAM at the address shown below as of Tuesday 13/5/2008 from
[08:00 am to 3:00 pm] from [Saturday to Wednesday] and from [08:00 am to 1:30 pm] for Thursday to receive
the tender documents as follows:
1. Bidders are invited to submit their proposals on the basis of the RFP document, the bidders are
encouraged to review all relevant reports, documents and laws available at GAM and local authorities
before submitting their proposal
2. Summary of scope of work:
Turn key solution (supply, install and support) for the establishment of a centralized vehicle tracking
system. The system will collect data from vehicles and store them into a central repository, where
these data can provide for a real-time (and historical) tracking, and triggering of preset (configurable)
alerts that will enable GAM to maximize the benefit of the fleet it owns.
It is envisaged that the solution will be composed of the following components:
a. In-Vehicle system that will collect data and transmit it to a central management and monitoring
system.
b. A central system that will collect data from vehicles, and allow for online (or near online)
monitoring, and reporting.
c. A sophisticated reporting tool that will enable historical reporting on data collected from
vehicles.
d. A out-of the box integration with:
i. GIS database.
ii. ORACLE ERP systems.
iii. Command and control system
Able to develop other interfaces to other applications that GAM currently have, or may have in the
future, through a well defined API layer
3. The fee for the tender documents is (500) JD non-refundable. The method of payment will be
certified check, cash deposit or Bank transfer addressed in the name of "Mayor of Amman in
addition to his Title ".

4. Bidders may collect a copy of the tender documents by an authorized representative of the bidder
from Tendering and Procurement Directorate before Tuesday 13/5/2008 at 3:00 P.M ( Amman
Local Time )at address shown below.
· A pre-bid meeting shall be held on Tuesday 10/6/2008 at 09:30 am (Amman local time) at
GAM in the City Council Hall.
· All inquiries should be addressed to GAM Tendering & Procurement Directorate at the
address shown below no later than 3:00 PM (Amman Local Time) on Tuesday 17/6/ 2008.
The proposal must be submitted in a single package containing three envelopes, sealed separately and
clearly marked.
1. The first envelope to include the Technical, commercial and Corporate Capability Proposal
and its Related CD in addition to requested documents (envelopes should contain 3
hardcopies (1 original and 2 copies) and 1 soft copy (CD)). It must be clearly marked (Tender
Number, Tender Name, Bidders Name, and Technical and Corporate Capability Proposal) in
addition to marking the envelop as copy or original.
2. The second envelope to include the Financial Proposal and its related CD (envelopes should
contain 3 hardcopies (1 original and 2 copies) and 1 soft copy (CD)). This envelope should
also include the form of tender filled and duly signed by the bidder. (Envelopes should
contain 3 hardcopies (1 original and 2 copy) and 1 soft copy (CD)). It must be clearly marked
(Tender Number, Tender Name, Bidders Name and Financial Proposal) in addition to
marking the envelop as copy or original.
3. The third envelope must include the tender bond for the value of (50,000 JD) (Fifty
Thousand Jordanian Dinars). It must be clearly marked (Tender Number, Tender Name
and Bid Bond) in addition to marking the envelop as copy or original. The bond must be
issued from a Local Bank in Jordan in the name of His Excellency Mayor of Amman in
addition to his title, and must be valid for 90 days from the date of tender submission.
The company registration certificate and its organization Article of Association must be
attached with the provided technical proposal.
5. All envelopes must he submitted by hand and deposited in the Tenders' Box at GAM’s at Tendering
& Procurement Directorate office at the address mentioned below, by an authorized representative of
the Bidder, Proposals must be received strictly no later than 12:00pm Amman Local time on
Wednesday 25/6/2008. Late proposals will not be considered. Technical proposals will be opened
in public at 12:15 pm Amman Local time on the same day of the Bid submission date.
After technical evaluation, only those bidders that qualify in the technical proposal will have their
financial offers opened. The financial offers of those who do not qualify will be returned unopened
6. GAM reserves the right to cancel this tender without giving reasons and without incurring any legal
or financial liabilities or otherwise towards any of the bidders participating in the tender.
7. Bidders are requested to follow up the issuance of any further instructions and amendments to the
RFP.
8. Bidding documents and all correspondence related to the tender must be in the English Language.
All given information by the bidders must be accurate, correct and duly certified.
