The Naval Research Laboratory intends to award to Research Foundation City, University of New York, on other than full and open competitive basis, to provide programming services related to the efforts in Quantum Crystallography and applications to ribosome function. The individual must have knowledge of quantum mechanics, an extraordinary facility in computer science and programming, intimate knowledge of the quantum crystallography program called �QCr,� and knowledge of the peptide bond chemical reaction which occurs in the ribosome. Additional specifications will appear in the RFQ. Sole source based on unique capabilities to Research Foundation City, University of New York. (Microsoft IE Required). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
