 Must hold a Master’s degree in Management or HR.
 Extensive experience of managing HR and administration in multi location organizations of a minimum of 10 years and direct experience of designing and executing restructuring and reform, design of pay and grading and compensation system and administration thereof, Organization Development and Team Building, of not less than 5 years.
 He/She should also be fully conversant with Performance Review and other systems of at least 10 years.
 Should be familiar with Government or World Bank/UN systems.
 Excellent communication and training skills
 Ability to communicate easily with foreign technical staff
 Experience in Afghanistan is highly desirable.
 Knowledge of Dari or Pashto is an advantage

The Islamic Republic of Afghanistan has received financing from the World Bank and the Norwegian Government towards the cost of the Afghanistan Skills Development Project, and intends to apply part of the proceeds for the consultant services of the position mentioned for the Department of Technical Vocational Education and Training (DTVET) of the Ministry of Education (MoE).

Scope of Work:
The Scope of Work of the Management and HR Consultant (MHRC) are envisaged to be the following:

 To assist the DTVET in arriving at a Strategic Plan for Decentralized TVET administration incorporating Best Practice
 To restructure the DTVET in terms of the Strategic Plan and develop the detailed list of Division tasks and the job descriptions of staff at various levels
 To assist the DTVET in developing policies, procedures and systems for financial decentralization in consultation with other Experts and the DTVET officers
 To assist the DTVET in developing policies, procedures and systems for administrative decentralization in consultation with other Experts and DTVET officers.
 To assist the DTVET in developing HR policies procedures and systems for a responsive and attitudinally reoriented decentralized TVET administration
 To identify the training needs and develop a detailed training plan and sustainable capacity building systems.
 To assist the DTVET in carrying out training and capacity building activities.
 To assist the DTVET in preparing for the implementation of PRR (Priority Restructuring and Reforms) program of the Independent Civil Service Commission of Afghanistan and subsequently the Pay and Grading Program of the CSC.
 To institute Performance Review systems and systems for monitoring and feedback thereof
 To prepare and assist in the preparation of Recruitment Guidelines and Standards and also norms for allowances and other measures of personnel compensation
 To directly assist the Department in executing the project sub-components
 To assist the DTVET to meet the requirements of the Donors in terms of reporting etc.
 To assist in such other matters as he may be requested to by the Director General of DTVET
 The Consultant will provide Monthly Reports detailing his activities for the month, envisaged targets and achievements as well as a specific plan for the subsequent month. It is stressed that the position calls for a dynamic person who achieves results on the ground. Therefore more importance will be given to actual changes within the Department rather than reports produced.

Implementation period:
One Year (2months Probationary), extendable by a further one year


The Ministry of Education now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 revised October 2006).
