Qualifications required:
 Must hold a Degree or Diploma or Professional Qualification in Costing and preferably be Civil Engineer (Engineering diploma from a professional Institution of Engineers established under Law or an Engineering Degree).
 A Minimum of 5 years’ specific experience in estimating is required.
 Non-engineers with professional qualifications in costing may also apply if they have extensive experience in Estimation in a Government Department or in a large construction firm for more than 7 years.
 Experience with International organizations will be an added advantage.
 The selected person would be able to work in closely knit professional teams as demonstrated by his/hers previous experience.
 Good command over English is required.
 Knowledge of Dari or Pashtu is an added advantage.
 Excellent communication and training skills.
 Ability to communicate easily with foreign technical staff

The Islamic Republic of Afghanistan has received financing from the World Bank and the Norwegian Government towards the cost of the Afghanistan Skills Development Project, and intends to apply part of the proceeds for the consultant services of the position mentioned for the Department of Technical Vocational Education and Training (DTVET) of the Ministry of Education (MoE).

Scope of Work:
Scope of Work of the Cost and Works Accountant includes:
 Estimating the costs of various constructions to be undertaken under the project and the preparation of BoQs.
 Estimating the cost of services provided by various consulting firms
 Assistance in the Analysis and Evaluation of Bids for Goods, Works and Services
 Setting up a proper costing system for the proposed National Institute of Management and Administration and recommending a costing system to be adopted in the 42 vocational Education Schools under the DTVET
 Training of Afghan Engineers and senior staff of the Directorate in Costing.
 Such other matters as may be requested from time to time.

Implementation period:
Six months (1 months Probationary), extendable by further six months.

The Ministry of Education now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 revised October 2006).
