EXPRESSIONS OF INTEREST

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business No. 716 of December 16, 2007.

The Islamic Republic of Afghanistan represented by the Ministry of Education has received a grant (Grant no. H 352-AF) from the International Development Association (IDA) and Government of Norway for Afghanistan Skills Development Project (ASDP), and intends to apply part of the proceeds of this grant to payments under the contract for Institutional Reforms in Vocational Education and Training Schools of Afghanistan.

The Government of Afghanistan (GOA) has recognized the importance of skills development in the process of recovery and rehabilitation of a country that had been in civil strife for a period of nearly three decades. Early on in this recovery process the GOA identified skills development as an essential ingredient and began to lay the groundwork for a major thrust in this area.

It has been decided to support reforms and rehabilitation in a self-selected subset of 42 institutions under the Directorate of Vocational Education and Training (DTVET). These institutions are plagued by a number of problems , including those arising from deficiencies in institutional and regulatory structures (fragmented decision making), governance, management and administration at the Institute and DTVET level (for example, no stakeholder involvement and centralized decision making with little room for decisions to be taken at the Institute level,), programs with very little relevance (supply driven programs with little links to the needs of the labor market), poor quality of inputs and outcomes (resource constraints, poorly trained teachers and trainers, and very little equipment and materials), and finally poor planning for changing these attributes of the system.

The scope of services under the assignment is as under:

1. Preparation of a Guidance document for all participating institutions. Such Guidance document will specify initial eligibility conditions, modes of response and content of response from the applicant institutions, methods of evaluation and short-listing, method of final selection for funding and consulting support, detailing of each phase of funding and consulting support, conditions to be met by the institution at each stage, evaluation mechanisms and methods and review methodologies of the progress being made by the institution, etc.
2. Evaluating the responses that are received in response to initial invitations from the DTVET and discussions with applicant institutions to clarify issues and concerns, and preparation of short list in full consultation with the DTVET.
3. Participating in the final evaluation meetings of the Ministry/Directorate to decide upon the recipients of Program support
4. Undertaking a detailed Management and Operational survey and audit of the selected institutions to assist them in determining specific strategies for institutional transformation in terms of the objectives of the Program. This will include such surveys (including Training Needs Surveys, Surveys of Student Satisfaction, surveys of quality of academic delivery, Course structure etc as are deemed necessary), and identification of physical infrastructure as are necessary and relevant, examination of the finances of the institution, survey of local industry to determine local market demand for skills, etc..
5. Discussing with each institution to arrive at a strategic institutional restructuring plan (IRP), and assisting the institutions to present the plan to the Directorate and the Ministry for approval. The IRP will include detailed time-bound activity programs on and detailed Procurement Plans also.
6. Guiding each institution to arrive at an implementation strategy. Such guidance shall be provided through visits to the Institutions and through discussions with faculty and staff and students as well as local industries as deemed necessary under the IRP.
7. Monitoring the execution of the implementation strategy in each institution and providing facilitation and consultation on a continuous basis. Such monitoring is to cover matters such as coordination with industry, operation of a placement cell, involvement of industry representatives in advisory bodies, response to student needs, changes in curricula and course materials, effectiveness of practical classes, industry internship for students and industry visits by students in general, and so forth.
8. From time to time, to present detailed monitoring reports to the Steering Committee for the project, with detailed recommendations on mid-stream corrections that need to be made, if any.
9. Providing assistance in Training and Capacity building to the Faculty and staff of the participating institutions especially in the areas of accounting and finance, administrative procedures, procurement planning, strategic planning, academic management and student evaluation methods, student relations, teaching and training technology, labor market assessment, etc.
10. Consultant will provide detailed guidance and assistance to the institutions in the area of promoting the institution to the stakeholders, developing relevance to the employers needs etc.

The period of assignment will be 18 months.

Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers May 2004 revised October 2006.
