Eligibility of Bidders:   •Minimum 5 years of experience in animal and human health care system development at the national, regional and community levels;
•At least 3 years of expertise in the field of communicable /infectious disease;
•Combined national and international experience in activities related to the application of epidemiological principles and methods to disease surveillance, health care planning, training and / or research;
•Experience of Avian Influenza projects management is desirable;
•Experience in developing the outbreak and pandemic preparedness plans would be an advantage.
•Demonstrated track record and experience in developing and maintaining inter-organizational and cross – cultural / international relationships with governmental and non-governmental organizations
•Demonstrated track record and al least 5 years of experience in working with the FSU countries with the special emphasis on health system development and strengthening
•Experience in animal and human health system development projects in Eastern/Central European countries or countries of the former Soviet Union are desirable

Georgia has received a credit and a grant from the International Development Association (IDA) in the amount of US$ 7.0 million equivalent, Avian and Human Influenza (AHI) Facility grant in the amount of US$1.6 million and a Japanese grant in the amount of US$ 1.4 million equivalent towards the cost of the Avian Influenza Control and Human Pandemic Preparedness and Response Project (Project) and it intends to apply part of the proceeds of these credit and grants to payment under the contract for consulting services:

DEVELOPMENT OF NATIONAL AVIAN INFLUENZA AND HUMAN PANDEMIC PREPAREDNESS AND RESPONSE PLAN (NAIP)

The services include assistance for government of Georgia in (a) improvement of detection and preparedness of Highly Pathogenic Avian Influenza (HPAI) and similar disease trough strengthening of public health and public veterinary services; and (b) enhancement of a clear understanding of roles and function on various institutional levels and development of response plan for all levels of government.

In the frame of the contract for these tasks, the scope of services of the consultant over a period of about five months is as follows:
(i)Assessment and revision of current situation, including revision of existing legal documents and regulatory framework;
(ii)Development of the National Avian Influenza and Human Pandemic Preparedness Plan (NAIP);
(iii)Delivering practical recommendations on development/revision of guidelines to: (a) year-round surveillance, (b) social distance interventions, (c) effective and accurate methods of diagnosis, (d) enhance medical services;
(iv)Development of a detail operational plan of different scenarios for International Alert as well as for pre- pandemic and emergency of a pandemic virus Phases in accordance with the recommendation and guidelines suggested by WHO, FAO and OIE;
(v)Development of a curriculum, training manual and conducting ToT on implementation of the NAIP for national & regional levels;
(vi)Preparing a plan for field simulation exercises;
(vii)Development of a communication strategy for the dissemination of the plan.

The Georgia Health and Social Projects Implementation Center now invites eligible organizations to express their interest in providing these services. It is expected that the services delivered under this assignment will be provided by international Consulting Firm associated with local consulting firm and individual experts. For these tasks execution the Consulting Firm should have the following experts in the key staff: Health Care System Planner; Institutional Development Specialist; Communication Specialist; Legal Specialist (local expert); Laboratory Specialist and Veterinary Specialist.

Interested Consulting Firms must provide information indicating that they are qualified to perform the services (letter of expression of interest, company profile and track records of similar projects executed). Expression of Interest must be delivered to the address below not later than May 28, 2008.

The consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultant by World Bank Borrowers, May 2004.
