Habitat Restoration/Construction Management Services The U.S. Fish and Wildlife Service, Region-1, in Portland, Oregon has a requirement for one or more contractors to supply all labor, tools, and equipment necessary to complete services, (primarily throughout Region-1 and Region-8) which include but are not limited to the following: Construction and restoration of habitat, planning, engineering, design, construction, construction management, maintenance, rehabilitation of public use facilities associated with wetland and upland habitat restoration and enhancement, and project management. It is anticipated that more than one indefinite-delivery, indefinite-quantity (IDIQ) contract will be awarded for one base-year and four option-years. The minimum quantity of services to be ordered via task-order against awarded contracts during the base year is $5,000.00. The maximum quantity of services to be ordered annually under awarded contract is $2,000, 000.00. Depending on requirements and available funding, base-year estimated contract value is between $250,000-$2,000,000. This will be a "best value" procurement with award based on the following factors: Experience, past performance, Key-personnel and proximity to Regions 1 & 8. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. Request for Proposal/Solicitation number 801818R247 including all attachments shall be made available within approximately 6 days of the issued date of this Pre-solicitation Notice, and will be available electronically through a link to the National Business Center's Interior Department Electronic Acquisition System-(IDEAS) Electronic Commerce (www.nbc.gov) and at www.fedbizopps.gov. Interested contractors must be registered in the Central Contractor Registration www.ccr.gov (CCR) and complete Online Representations and Certifications (ORCA) www.bpn.gov. The North American Industry Classification Code (NAICS) is 237990 and the small business size standard is $28.5 Million. Please be advised of on-line registration requirement in Central Contractor Registration (CCR) database http://www.ccr.gov/ and directed solicitation provisions concerning electronic annual On-line Representations and Certifications (ORCA) at http://orca.b pn.gov. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA.
