Summary of Requirement
The Contractor shall provide labour, materials, parts,
software, tools and equipment as required to install and
maintain digital, electronic, electric and pneumatic control
systems for building Heating, Ventilation and Air Conditioning
(HVAC), manufactured by one (or more) of the following
manufacturers: Honeywell Controls, Johnson Controls or Delta
Controls. Before working on a digital control system, the
Contractor must be trained and authorized by the its
manufacturer. The term of the resulting Regional Master
Standing Offer (RMSO) will be from the 1 June 2008 to 31 May
2011. All federal government departments and agencies in the
South-eastern Ontario Region within a 85 km radius of the
corridor from Trenton to Kingston Ontario may use this RMSO
except those that already have an existing Standing Offer or
Contract for this type of work. The primary users of the
resulting RMSO will be the Department of National Defence (DND)
and the Correctional Service of Canada (CSC). The work shall be
performed in accordance with the applicable manufacturers
instructions on an "as and when requested" basis. There shall
be no minimum call-up limitation.

Mandatory Criteria:
Each of the following must be addressed in bidders proposal or
the proposal will be considered non-compliant and receive no
further consideration.

A. Bidder must provide prices for all items contained in the
Pricing Basis, Annex "A" without changing the format of the
Pricing Basis.

B. Bidder must provide a letter of authorization to work on the
digital control systems from one or more of the following
Canadian control manufactures: Honeywell Controls, Johnson
Controls. Delta Controls or Invensys Controls

Basis of Selection:
It is the intention of Canada to issue up to four Standing
Offers which are manufacturer specific. Each Standing Offer
will be issued to the compliant bidder with the lowest aggregate
price, authorized to work on the control systems manufactured by
one or more of the following: Honeywell Controls, Johnson
Controls. Delta Controls or Invensys Controls

Security Requirement
1. Before issuance of a standing offer, the following
conditions must be met:

(a) The offeror must hold a valid Designated Organization
Screening (DOS) at the level of Reliability Status, issued by
the Canadian and International Industrial Security Directorate
(CIISD) of Public Works and Government Services Canada (PWGSC);
and

(b) The offeror's proposed individuals requiring access to
information, assets or sensitive work site(s) must meet the
security requirement at the requisite level of Reliability
Status, granted or approved by the CIISD of PWGSC.

The Crown retains the right to negotiate with suppliers on any
procurement.
