SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

is to cover the specific requirement to train against the city & guilds
6012-04 qualification and to manage the assessment and verification
process as required.
Provider to undertake formal training in key skills along with additional
emergency service provider training.
All training will be in accordance with Learning Skills Council, OFSTED
and awarding body standards in order to attract any relevant funding
applicable.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: This contract is to cover the specific
requirement to train against the city & guilds 6012-04 qualification and
to manage the assessment and verification process as required.
Provider to undertake formal training in key skills along with additional
emergency service provider training.
All training will be in accordance with Learning Skills Council, OFSTED
and awarding body standards in order to attract any relevant funding
applicable.
Must be in a position to source immediate funding on behalf of WWU for
2008 apprentice intake, approximately 17.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: To be identified in
the invitation to tender.
III.1.3) Legal form to be taken by the grouping of economic operators to
whom the contract is to be awarded: In the event that suppliers forma
joint venture, partnership or other form of consortia, joint and several
liability of each participant will be required by the contracting entity.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: Applicants
will be ineligible for participation in the tender process where the
applicant:
1) is bankrupt or is being wound up, whose affairs are being administered
by the court, who has entered into an arrangement with creditors or who is
in any analogous situation arising from a similar procedure under national
alws and regulations;
2) is the subject of proceedings for a declaration of bankruptcy, for an
order for compulsory winding up or administration by the court or for an
arrangement with creditors or is the subject of any other similar
proceedings under national laws or regulations;
3) has a serving director or partner who has been convicted of an offence
concerning his professional conduct by a jdjement which has the force of
re judicata;
4) has a serving director or partner who has been guilty of grave
professional misconduct proven by a judgement which the contracting enity
can justify;
5) has not fulfilled its obligations relating to the payment of social
security contributions in accordance with the legal provisions of the
country in which he is established or those of the country of the
contracting authority;
6) is guilty of serious misrepresentation in supplying the information
required under the provisions of the Directive on the cireria for
qualitative criteria
Applicants must supply a statement with their request to patricpate
confirming that none of the foregoing apply.
III.2.2) Economic and financial capacity: Applicants are required to
state the following annual figures for the last 3 years accounts:
1) Turnover;
2) Profit;
3) Liquidity ratio;
4) Gearing.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: 1) Evidence they are an accreditated
training organisation;
2) Evidence of adequate relevant experience in supply of similar services;
3) Details of company size, capabilities, number of employees and physical
assets;
4) State whether applicant has Health, Safety, Environemntal and Corporate
Social Responsibility Policies and if so provide a copies.
5) Details of at least 2 refernces who can be contacted to obtain details
of applicants pas performance;
6) Confirmation able to supply the services.
