summary.
These are the Terms of Reference for 12 months of Advisory Services to
Sida to better understand the on-going EU integration process of Ukraine,
identifying opportunities for Swedish Reform Cooperation to support that
process in keeping with commitments to the Paris Agenda on Aid
Effectiveness. These services will inform the drafting of the future
Swedish Government Strategy for Reform Cooperation with Ukraine.
The Assignment.
Background of the assignment.
The Government of Sweden has decided to create a new policy area for
reform cooperation in Europe to emphasise the unique European integration
process that characterises development cooperation in Europe. The central
role of the EU-Partner Country Action Plan is highlighted. Ukraine is one
of the first countries for which Sweden will approve a new 3-5 year
Strategy for Reform Cooperation to guide its external assistance flows.
Concurrently, in keeping with the commitments to the Paris Agenda, Sweden
is strongly emphasising Ownership, Alignment, Harmonisation and Managing
for Results in development cooperation. A number of strategy-related
methodological issues have or will arise that are either Europe-specific
or Ukraine-specific that need to be addressed during 2008 to facilitate a
smooth drafting process of the future strategy.
Definition of the assignment.
Objectives.
The purpose of the advisory services is to illuminate key issues that will
increase the effectiveness of Swedish reform cooperation with Ukraine. The
information provided and understanding created by this contract will
inform the new Swedish Country Cooperation Strategy for Ukraine, allowing
it to be in line with the Paris Declaration and complementing other
Ukrainian, EU and donor efforts. This in turn will contribute to the
long-term goal of facilitating Ukraine´s integration with the EU.
