INTERNATIONAL INVITATION FOR PREQUALIFICATION
CONSTRUCTION OF A NEW BELGRADE AREA CONTROL CENTER BUILDING
SERBIA AND MONTENEGRO AIR TRAFFIC SERVICES AGENCY LTD
Serbia and Montenegro Air Traffic Services Agency Ltd (hereinafter
referred to as "the Employer") has received a loan from the European
Investment Bank - EIB (hereinafter referred to as "the Bank") towards the
cost of the Serbia and Montenegro Project for the Future Air Traffic
Management Modernization and Upgrade System. This International Invitation
for prequalification relates to:
The Contract for Construction of a New Belgrade Area Control Centre
Building
New Belgrade Area Control Centre Building is located at the Airport
"Nikola Tesla". Total surface covers 6.524 m² of overhead and 2.971 m²of
basement gross area, including three floors. The scope of proposed
construction works includes foundation, concrete structure, steel
structure of roof, specialist's trades, antenna's pole, land development
and internal communication, electrical facilities, fire detection and
protection systems, HVAC, telecommunication systems and LAN.
The Contract is expected to be implemented from November 2008 to November
2010.
The prequalification criteria to be used in the selection of the
Applicants are based on the capability and resources of the prospective
tenderers to perform the Contract. The prequalification criteria are
Applicants':
- Experience and past performance on previous contracts
- Capabilities with respect to personnel, equipment and construction
facilities
- Financial position
The Applicants or its specialist subcontractor shall own valid license
I111E3 for construction of telecommunication networks and systems at
airports for public air traffic, issued by Ministry of Infrastructure of
Republic of Serbia.
Prequalification for contract to be financed with the proceeds of a loan
from the Bank is open to all firms and joint ventures of firms.

A complete set of Prequalification documents may be purchased on the
Submission of an application to the above address and upon payment of a
non-refundable fee of one hundred (100) EUR or equivalent in a convertible
currency including RSD, at the medium exchange rate established by the
National Bank of Serbia at the announcement date of this Invitation for
prequalification in the Official Journal of the European Union. A RSD
counter-value of the above amount, can be paid by Applicants within the
Employer's country by a bank transfer in favour of SMATSA Ltd to the
account with Banca Intesa ad Beograd no. 160-888-31, bearing the name of
the Contract. Payment, by the Applicants from outside the Employer's
country, can be made by a bank transfer to the following account (bearing
the name of the Contract):

On request, against a faxed copy of the evidence of the remittance, the
Prequalification Documents may be sent by courier service The Employer
bears no responsibility for the delivery in such a case. Also, the
Employer accepts no responsibility for the completeness of the
Prequalification Document and its addenda unless they were obtained
directly from the Employer.
The Employer will not be responsible for any costs or expenses incurred by
Applicants in connection with the preparation or delivery of their
Applications.
The Applications must be delivered in closed envelopes bearing the mention
"Application to prequalify for the Contract for Construction of a New
Belgrade Area Control Centre Building - DO NOT OPEN" no later than 30th of
June 2008., at 12:00 (noon) local time at the following address:

Applications will be opened in the presence of Applicant's representatives
who chose to attend immediately after the deadline for Submission. The
Applicants' representatives who are present shall sign a register
evidencing their attendance. The Employer shall prepare a record of the
opening of Applications that shall include, as a minimum, the name of the
Applicant. A copy of the record shall be distributed to all Applicants.
The Employer will notify all Applicants in writing of the names of those
Applicants who have been prequalified.
