SOURCES SOUGHT FOR REPAIR CAISSON AT DRYDOCK #1: This is a Sources Sought announcement only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation because there is no bid package or solicitation available. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. Naval Facilities Engineering Command Hawaii, PCO/ACO A-E and Construction Division is seeking information on any U.S. Small Business Administration (SBA) certified 8(a), Historically Underutilized Business Zone (HUBZone) or Service Disabled Veteran Owned Small Business (SDVOSB) firms with current recent relevant project experience and qualified key personnel to perform a firm-fixed price construction contract for the overhaul of a caisson in a drydock. The work includes, but in not limited to the following: The work includes repairs and coating of interior and exterior surfaces; ultrasonic testing of stem areas and report submission; clad weld of deep pitted areas; V cut and weld repair of cracks and seams; replacement of damaged structural members; repairing, cleaning and reinstalling of rubber seals and incidental related work to overhaul caisson. The North American Industry Classification System (NAICS) Code is 237990, Other Heavy and Civil Engineering Construction, Small Business Size Standard of $31.0M average annual receipts over the past three years. The estimated range of this project is from $1,000,000 to $2,000,000. Interested sources are invited to respond to this Sources Sought announcement by using the form, provided under separate file, titled Sources Sought Information Form. Submit the following information: 1) Experience of the firm: Provide information on a maximum of 3 projects to include detailed descriptions of contracts that your firm has completed within the last 5 years that demonstrates your firms experience in the work as detailed above; 2) Key personnel qualifications: Provide resumes for a Quality Control Manager (QCM) and a Site Safety and Health Officer (SSHO) that meet the following qualifications. Submission of qualifications is required for the QCM and the SSHO: The QC Manager and QC Specialist(s) shall be graduate of a four year accredited college program in one of the following disciplines either Engineering or Construction Management and shall have at least ten years of experience as a Project Manager, Site Superintendent or QC Manager on wharf/pier repair/construction projects in the Pearl Harbor Naval Shipyard area. In addition, the QC Manager shall have at least two years of experience as a QC Manager on wharf/pier repair/construction projects. The SSHO shall be Level 5 certified person. 3) Bonding capacity: Provide a letter from your surety stating that your firm has a bonding capacity of at least $2,000,000; 4) Provide your certification for 8(a) and HUBZone status from SBA. For 8(a) firms, the area of consideration is limited to Hawaii and Guam; and 5) Provide your current CCR registration demonstrating your SDVOSB status. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. However, NAVFAC Hawaii will utilize the information for acquisition planning purposes. All data received in response to this Source Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government. Please respond to this Sources Sought announcement no later than 2:00 p.m. HST on 15 May 2008. You may submit your information via facsimile transmission to (808) 474-3398, attention: Ms. Norine E. Horikawa. Responses received after the deadline or without the required information shall be considered unacceptable and will not be considered. Since this is a Sources Sought announcement only, evaluation letters will be not be issued to any respondent.
