The Department of Veterans Affairs Medical Center, 1111 East End Blvd., Wilkes-Barre, PA, requires upgrades to various restrooms and locker rooms located on the basement level through 2nd floor of the main hospital building, Building 1, to comply with current standards for handicapped accessibility, infection control and safety, Project Number 693-06-010. All rooms will receive new finishes including new epoxy floors in the restrooms and new VCT in the locker rooms, new ceilings and light fixtures, and ceramic tile wainscot and wall paint as per the construction specifications. Existing asbestos flooring and pipe lagging will be abated. All new wall hung plumbing fixtures will be installed to aid in infection control (existing fixtures are floor-mounted) and handicapped accessibility. New shower stalls will be built in the locker room using ceramic tile floors and walls, and new lockers and benches as well. All work is to be performed in accordance with the plans and specifications and all federal, state and local codes and regulations.

All work shall be performed as described in construction documents consisting of the project specifications and project drawings, and in accordance with all applicable codes and VA standards. Estimated construction cost range is between $500,000 and $1,000,000. Period of Performance will be 365 calendar days. Set-Aside Information: This solicitation will be issued pursuant to the authority of FAR 19.14, Public Law 109-461 and the Veterans Benefits Healthcare and Information Technology Act of 2006 and is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). Contractors eligible for an award shall be 51 % or more owned and managed by Service Disabled Veterans. Service Disabled Veterans shall control the daily operations of the firm. The firm must be small under relevant North American Industrial Classification Standard (NAICS) code and the firm must be registered and current in the following websites: http://www.vip.vetbiz.gov, http://www.ccr.gov, and https://orca.bpn.gov. Offerors must ensure registrations in these websites are not expired and are correct, current and valid. The Contracting Officer is not responsible for correcting information. The Contracting Officer is not responsible for Joint Ventures. Each of the parties of firms qualifying as a joint venture under the SDVOSB program must be a small business and, one of the parties, the managing participant, must be an SDVOSB.

The NAICS code for this project is 238990 and the small business size standard is $13.0 Million. Bid Bonds, Payment Bonds, and Performance Bonds will be required. A pre-proposal conference and site visit will be held, date/time/location to be provided with the solicitation. The solicitation documents will be posted at the FedBizOpps website (http://www.fbo.gov) on or about May 16, 2008. Bidders are advised that it is your responsibility to review and monitor the website frequently to ensure you have the most up to date information, including amendments.
