The Bureau of Reclamation, Mid-Pacific Region intends to issue an Invitation for Bid for a firm-fixed price construction contract for the transport of spawning gravel at the lower American River between Sailor Bar and Sacramento Bar. The principal components of the work to be performed under the specifications include the following: 1. Establish and maintain access routes, turnarounds, and staging areas between the stockpile site and the gravel injection point.2. Transport gravel from existing 7,000 ton stockpile site to the temporary stockpile located at the edge of water. The gravel will be placed in the river by California Department of Fish and Game concurrently as the gravel is delivered to the edge of water.3. Install and maintain silt curtains in river for turbidity control.4. Dispose of trash and concrete debris excavated from the river by others. 5. Provide fire protection and prevention measures.6. Excavate test pits along alignment of future proposed fish habitat side channel. 7. Excavate test pits at two potential spawning gravel sources, process and test selected excavated materials to determine their suitability as a spawning gravel source, and provide detailed report of findings. 8. Perform associated dust abatement, road maintenance, and traffic control. The applicable North American Industry Classification System (NAICS) Code is 237990 and the related small business size standard in dollars is $31.0. The estimated cost of this project is between $100,000 and $250,000. IAW FAR 19.1305 "HUBZone set-aside procedures" this requirement is restricted to HUBZone small business concerns. Solicitation 08SI200137 will be posted at http://ideasec.nbc.gov on or about May 30. 2008. The estimated date for receipt of bids is June 30, 2008. This requirement will require 100% performance and payment bonds. Details concerning the site visit and how to register will be located in Section L of the solicitation. The solicitation and specifications must be downloaded at http://ideasec.nbc.gov. No paper copy of this solicitation will be distributed with the exception of the drawings. You must register on the Bidder's Mailing List to receive the drawings. To register: click on the solicitation number and then select the "Vendor Interest" tab taking the following steps: 1) click on the Vendor Interest Tab; 2) enter DUNS number; and 3) enter Password or Tax Identification Number. Also, Central Contractor Registration (CCR) as required by FAR 4.1102 applies to this requirement. In addition, FAR 4.1200 Annual Representations and Certifications, Online Representations and Certifications Application (ORCA) apply to this requirement. Prospective contractors must be registered prior to award. Lack of registration in the CCR and ORCA database will make an offeror ineligible for award. Information on CCR registration can be obtained via the Internet at http://www.ccr.gov. Furthermore, information on ORCA can be obtained via the Internet at http://orca.bpn.gov.
