Assignment Description:The World Bank intends to finance consulting services for the assignment described with funds being requested from ESMAP (Energy Sector Management Assistance Program) and PPIAF (Public-Private Infrastructure Advisory Facility). Co-financing by these leading global multi-donor technical assistance programs is envisioned. The direct beneficiaries of the ESMAP and PPIAF grants are the energy regulatory agencies and transmission system operators (TSOs) of South East Europe and the regional organizations the Energy Community Regulatory Board (ECRB) and Southeastern Europe Transmission System Operators (SETSO), within the framework of the Energy Community. The countries of South East Europe (SEE) are working with the European Union (EU) to develop an Energy Community (a regional energy market) in South East Europe and integrate it into the European Union Internal Energy Market. The Energy Community Treaty, formally establishing the regional energy market, became effective on July 1, 2006. The primary aim for the services to be procured under this project is to develop an action plan (including specific transition steps as well as long term measures) and support ECRB and SETSO and the national regulators and TSOs in its implementation, progressive wholesale market opening and development of day-ahead and balancing markets, and to help the countries move forward from the current reliance on bilateral contracts between national utilities facilitated by a few traders. The project will build upon the progress already made, including (1) the national and regional institutions established in accordance with the Treaty; (2) evolving bilateral contracting mechanisms; (3) compensation mechanism for cross-border power flows; and (4) the forthcoming Coordinated Auction Office for cross-border transmission capacity.
The scope of consulting services includes the following interlinked tasks: (1) Review the current state of market opening in SEE; (2) examine barriers to advancing market opening and liberalization; (3) Identify opportunities and risks posed by market opening on the electricity supply of non-household consumers; (4) Review and apply lessons from Romania (the most successful market in South East Europe) and other markets, including Nord Pool; tripartite market coupling of France, Netherlands and Belgium and its coupling with Germany; and the planned France-Netherlands-Belgium-Germany coupling with Nord Pool); (5) Define indicators to measure and monitor progress in opening the electricity market in SEE; (6) Develop the SEE regional market design and Action Plan for SEE regional electricity market; (7) Provide support in the implementation of the Action Plan and (8) Workshops on electricity market opening.
Funding: The budget for this assignment would be US$800,000
Submission Requirements: The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
In addition, consultants should demonstrate the following: (i) strong hands-on experience in market liberalization and development of day-ahead markets and market operators; (2) good understanding of the ground realities in South East Europe; and (3) deep familiarity with the EU's electricity legislation, regulation and practices.
Consultants may associate to enhance their qualifications.

NOTE: EOIs should be limited to no more than 30 pages. There is no minimum.

Consultants will be selected in accordance with the procedures set out in the current edition of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers using the method Quality- and Cost-Based Selection (QCBS).
Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Short listing and selection will be subject to the availability of funding.
