Assignment Title: Assessing the Social Impacts of Rural Energy Services

Assignment Description

The World Bank intends to finance the services described below under a budget allocation from the Energy Sector Management Assistance Programme (ESMAP) funds and the Bank’s administrative budget. The broad objective of this knowledge product is expected to be an improved understanding of the developmental and poverty reduction impacts of rural electrification particularly using alternative energy sources in remote areas in Nepal. More narrowly defined, the study objectives are three-fold (1) quantify the impacts into intermediate and final indicators as a way to establish causality. These indicators will be tangible, monitorable, and easy to collect, (2) collect evidence on load growth in the micro-hydro communities to establish the future investment needs, and (3) develop institutional capacity to manage results on a systematic basis and asset capacity to organize alternative energy projects in rural communities. The activity will involve the preparation of the following four analytic pieces that tie together in this knowledge program. 1) Establish a baseline survey of current uses and expenditures of electricity at both residential and commercial enterprises and link with development outcomes 2) Analyze the value chain of the products and services being produced by the village enterprises and also the value chain of the energy system that is supplying energy to these energy-based enterprises. 3) Options planning for future demand growth in micro-hydro communities. Gather and analyze initially estimated and current load growth data of existing micro hydro schemes to identify factors that have individually and collectively contributed to the load growth. 4) Review the institutional capacity to implement energy projects using alternative renewable energy technologies, and the end-use application of the energy produced. It will also prepare a business plan for APEC - the entity responsible for delivery of alternative energy services in rural Nepal. The World Bank now invites eligible consultants from firms from World Bank member countries to indicate their interest in providing the services. EOIs should include a summary of firm profile and capability, snapshots of relevant experience for the task including assignments on designing and implementing surveys and development of M & E frameworks and business plans, and short biographies of staff who might be working on this assignment. EOIs are strictly limited to 20 pages in length including all attachments. This assignment will be administered by the Washington DC office of the World Bank in close collaboration with implementing agencies in Nepal. The consulting company or consortium will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, Revised October 2006. The interested firms should submit their EOIs to World Bank Group’s E-Consult System - www.worldbank.org/wbgeconsultant by June 10, 2008. The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
Consultants may associate to enhance their qualifications.

Interested consultants are hereby invited to submit expressions of interest.
