The Compensation Sector of PWGSC has a requirement for the
provision of Communications Services to assist with the
continued implementation of the initiatives within the
Transformation of Pension Administration agenda and the Pay
Modernization Project along with other key initiatives within
the Accounting, Banking and Compensation Branch.

The communications function will be shared by the Accounting,
Banking and Compensation Branch, in which case the proposed
resource(s) will be required to provide communications services
to other areas within the ABCB.

Mandatory Technical Criteria - Four (4) Senior Communication
Consultants

M1    The Bidder must demonstrate that each proposed Senior
Communication Consultant has             completed complex documents such
as business cases and/or cabinet documents.

M2    The Bidder must demonstrate that each proposed Senior
Communication Consultant has a         minimum of five (5) years
experience in providing communications services, such as : the
        development of a variety of communications products, briefing
notes, presentations, reports,         correspondence or others
services / products similar to the scope of work (see Annex 'A')
for the         government of Canada (including Crowns and Agencies)
client(s).

M3    The Bidder must demonstrate that each proposed resource
Senior Communication Consultant         has a minimum of five (5)
years experience in providing strategic communications advice
    to         senior management client(s) (senior management is defined
from Director level and above) the         Government of Canada
(including Crowns and Agencies).

M4    The Bidder must provide costing information strictly in
accordance with the Basis of Payment         stipulated in Annex 'B'.
Any deviation from the pricing schedule will render your bid
            non-responsive.

M5    It is a mandatory condition of the resulting contract that
the Bidder and the proposed Senior         Communication Consultants
possess the required security clearances as indicated in article
3 of         Part 4.     Therefore, the Bidder must indicate in their
bid that they comply with all of the security         requirements.

Mandatory Technical Criteria - Two (2) Junior Communication
Consultants

M1    The Bidder must demonstrate that each proposed Junior
Communication             Consultant has a minimum of three (3) years
experience in providing communications services /     products such
as: some element of graphic design, where he/she was responsible
for the         development of a variety of communications products,
meeting minutes, presentations,         correspondence, articles for
publications (for example, in a newsletter or on a web site) or
other     services / products similar to the scope of work (see
Annex 'A') for the private or public sectors clients.

M2    The Bidder must demonstrate that each proposed resource
Junior Communication             Consultant has a minimum of two (2)
years experience coordinating logistics for committee
        meetings, as well as in the development of meeting materials,
including preparation of agendas,         drafting of minutes, and
    production of handouts/materials or other services / products
similar to         the scope of work (see Annex 'A') for the private
or public sector clients.

M.3    The Bidder must provide costing information strictly in
accordance with the Basis of Payment         stipulated in Annex 'B' .
Any deviation from the pricing schedule will render your bid
            non-responsive.

M.4    It is a mandatory condition of the resulting contract that
the Bidder and the proposed Junior         Communication Consultants
possess the required security clearances as indicated in article
3         of Part 4 - Evaluation Procedures and Basis of Selection.
Therefore, the Bidder must indicate in         their bid that they
comply with all of the security requirements.

The Bidder is to indicate for which category of service(s) a bid
is submitted:

Four (4) Senior Consultants; or
Two (2) Junior Consultants or
Both Categories

The Crown retains the right to negotiate with suppliers on any
procurement.

Documents may be submitted in either official language of Canada.
