Invitation for Prequalification

Upgrading of N1 Highway between
Lot 1 - Tetteh Quarshie Interchange to Apenkwa Interchange
Lot 2 - Apenkwa Interchange to Mallam Road Junction
Ref: 2101201/PQW/05/08

1. The Millennium Challenge Corporation (“MCC”) and the Government of the Republic of Ghana (the “Government”) have entered into a Compact for Millennium Challenge Account (“MCA”) assistance to help facilitate poverty reduction through economic growth in Ghana (the “Compact”) in the amount of $547 million (“MCC Funding”). The Government, acting through the Millennium Development Authority (MiDA) intends to apply a portion of the funds to eligible payments under the contract for which this Invitation for Pre-Qualification is issued. Payment by MCC will be made only at the request of the Government of Ghana and upon approval by MCC, and will be subject, in all respects, to the terms and conditions of the Compact, including restrictions on the use of MCC Funding and conditions to disbursements.

2. This invitation for pre-qualification follows the General Procurement Notice that appeared in dgMarket online on 14 April 2008, in the UN Development Business (UNDB) online, local newspapers Daily Graphic and Ghanaian Times and was posted on the MiDA website www.mida gov.gh.

3. MiDA now invites Applications for Pre-qualification for the Upgrading of N1 Highway between Tetteh Quarshie Interchange to Apenkwa Interchange (Lot 1) (6.1km) and Apenkwa Interchange to Mallam Junction (Lot 2) (8.0 km). The project start point for Lot 1 is from chainage 0+000 (Tetteh Quarshie Interchange) and ends at chainage 6+100 (Apenkwa Intechange). For Lot 2, the start chainage is 6+100 (Apenkwa Intechange) to end chainage 14+125 (Mallam Junction).

4. As per the guidance in the Instructions to Applicants, Applicants must demonstrate the minimum requirements for each Lot for which they seek to pre-qualify. MiDA intends to solicit bids for the Upgrading of N1 Highway between Tetteh Quarshie Interchange to Apenkwa Interchange (Lot 1) and Apenkwa Interchange to Mallam Road Junction (Lot 2).

5. MiDA will issue Bidding Documents to those pre-qualified bidders that demonstrate capacity to implement each Lot. It is expected that Invitations for Bids will be issued in July 2008 for Lot 1 and September 2008 for Lot 2.

6. Pre-qualification will be conducted through pre-qualification procedures described in this Pre-qualification for Works Document (PQW), in accordance with the MCC Program Procurement Guidelines set out in the Procurement Agreement published on the MiDA website as may be modified or amended from time to time, governing procurements funded under the Compact.
Applicants are advised that, while the procedures are similar to the procedures set out in the World Bank Guidelines, there are several very significant differences.

7. An electronic copy of the Pre-qualification Document (PQD) in English language may be downloaded from the MiDA website. Prospective contracting firms interested in submitting Applications for pre-qualification should submit an e-mail with a request letter attached giving full contact details of their firm to info@mida.gov.gh and ckpgh@charleskendall.com

8. Applications for pre-qualification must be submitted in sealed envelopes, delivered to the address below by 18th June 2008 at 17:00pm. Applications received after this time and date shall not be considered and shall be returned unopened.

9. Each Application must be clearly marked “Lot No 1” or “Lot No 2” and submitted separately. Any Applicant wishing to be considered for both Lots must make a statement to that effect in the Application Submission Form for EACH Lot.
