STRENGTHENING PUBLIC EXPENDITURE MANAGEMENT

GENERAL PROCUREMENT NOTICE

Project ID No. 102543

The Government of the Kingdom of Swaziland has received financing in the amount of US$ 479,300 equivalent from the World Bank toward the cost of the Strengthening Public Expenditure Management and it intends to apply part of the proceeds to payments for goods and consulting services to be procured under this project. This project will be jointly financed by the Government of Swaziland.

The project will include the following components:
• Macroeconomic framework (consultancy and goods)
• Budget reporting and transparency (consultancy)
• Internal and external auditing (consultancy)

The consultancy for each of the three components will involve technical assistance and capacity building. Two of the consultancies (macro-economic modeling and internal/external audit) will be procured separately using Quality- and Cost-based Selection (QCBS), while the remaining consultancy (budget reporting) will be selected on the basis of consultant’s qualifications (CQS). The goods, comprising computer software, hardware and peripherals, will be procured through shopping procedures.

Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Specific procurement notices for contracts for consultancy services will be announced in May 2008 in UN Development Business and dgMarket, the Times of Swaziland and Swazi Observer newspapers.
