INTRODUCTION AND BACKGROUND

The Government of Grenada has received assistance from Government of Japan’s Poverty Reduction and Human Resource Development (PHRD) programme through the World Bank, towards the preparation of the OECS (Grenada) Skills for Inclusive Growth Project, and intends to apply part of the proceeds for consultant services.

The objective of the assignment is to help the PCU design a high-quality, effective monitoring and evaluation system for the “skills for inclusive growth” project. This includes the ability to carry out a tracer study of project beneficiaries, as stipulated in the Project Appraisal Document.

The assignment is expected to be completed within a two months and include the following services:

(i) Description and Assessment of the current M & E situation.
(ii) Design of an M&E conceptual framework for the Skills For Inclusive Growth Project

(iii) Conceptual design of an M&E information system (IT architecture)

The project Coordinating Unit now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services. Interested candidates are required to submit technical proposal together with copy of curriculum vitae to the under mentioned individual (s) by May 23, 2008. Below is the minimum information to be contained in the proposal.

1. Individual profile and prior work experience in designing of Monitoring and Evaluation framework and Information Systems.
2. Experience of similar work in Caribbean or in similar economies.
3. A sample description of a similar project that has been completed together with a recommendation or client satisfaction letter.
4. A statement of capacity to deliver and a back-up plan
A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: selection and Employment of Consultants by World Bank Borrowers (Current Edition).
