Interested bidders are requested to download tender documents from MGVCL Website www.gseb.com ). Tender documents will not be issued in physical form from this office. After downloading the tender documents from the website and after filling required details, same should be submitted by Registered A.D. or by Speed Post only super scribing Tender cover by “Tender No. “MGVCL / RE / Tunkey / Kapadwanj / Virpur / Balasinor / Kathlal / Mehmdabad / Kheda /Matar / Mahudha / Nadiad / Thasra Talukas Project”, & addressed to Chief Engineer (Tech. & Op.) MGVCL, Corporate Office, Race Course, Vadodara-390 007. (No Courier Service will be allowed). Hand Delivery not allowed. The tender documents should reach the latest by 14.00 hours of date 15.05.2008.
No tender shall be accepted / opened in any case after due date and time of receipt of tender irrespective of delay due to postal services or any other reasons and that the MGVCL shall not assume any responsibility for late receipt of the tender.
Tender fee will be accepted by Cash (at MGVCL, Corporate Office, Vadodara Cash counter) / Demand draft drawn on any Scheduled / Nationalized Bank situated at Vadodara drawn in favor of Madhya Gujarat Vij Company Ltd. (Cheques are not accepted). Tenders submitted without tender fee will not be opened.
Earnest Money Deposit is to be paid as per Cl. No. 6 of tender document Volume – I.
Original Money Receipt / DD for payment of tender fee & EMD Demand Draft / BG must be placed in the cover super scribing “Tender fee & EMD” along with requisite documents as mentioned in the EMD condition. (EMD and Tender fee cover should be kept as separate enclosure & should be submitted with Technical Bid.)
The tender documents are to be submitted in two parts in duplicate namely Technical bid & Commercial bid (Volume – I , Volume – II, Volume – III Volume – IV) (including commercial terms & conditions with all enclosures of the tender documents, and Price Bid Schedule – Price Bid “) in separate covers super scribing the respective covers accordingly along with the tender number. The rates for material cost and labour cost along with total cost should be quoted separately by the bidder.
Technical and Commercial Bid : The technical and commercial bid shall comprise of all the technical details of the equipments / stores / materials / work – lot – lots offered in accordance with the Company’s specifications / drawings, and all the commercial terms and conditions, etc., except The Price Bid which should be quoted separately and should be submitted separately in the Price Bid Cover.
The Technical Bid shall be opened at 15.00 hrs. on date 15.05.2008 in the presence of those tenderers who wish to be present. If the Authorized Representative is likely to be present then he must submit the authorization letter of the representing company at the time of opening of Bids and this is compulsory. Only One Authorized Representative is allowed.
Please note that the required documents should be invariably submitted with tender copy. And tender without documents is liable to be ignored.
Price Bid : The Price Bid must be submitted strictly as per “Schedule– Price Bid” and shall be submitted in the separate envelope (duly sealed) super scribed “Price Bid” and shall be submitted simultaneously with the Technical Bid. The time and date of opening of the Price Bid shall be determined by the MGVCL and communicated to the tendering firms after technical bids are analyzed and the intimation will be sent only to the technically accepted tenderers.
The “Technical” and “Price” Bids shall contain adequate cross-reference wherever necessary to ensure clear and proper co-relation of the two bids without ambiguities whatsoever.
Similarly Earnest Money Deposit should also be separate for each Lot if more lots are there.
Any technical questions, information and clarifications that may be required pertaining to this enquiry should be referred to the C.E. (Tech. & Op), Corporate Office, Race Course, Vadodara.
MGVCL reserves the right to reject any OR all tenders without assigning any reasons thereof.
