II.1) DESCRIPTION

Biomass co-incineration heat and power station.

Main place of delivery: Gjøvik, Oppland.
II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): Design,
delivery, installation and initial support services of a biomass
co-incineration heat and power station. The cogeneration plant will
provide process steam, district heating and possibly generate electricity.
Estimated thermal base load is 15–20 MW. The plant will use wood – wood
chips, forest-slash and construction and demolition wood – as base load
biofuel. Additionally the energy central will include top load- and back
up capacity.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: (1) Company
registration certificate.
(2) Declaration of the company's participation in a publicly verified
apprentice scheme(s) that is relevant to the contract
(3) Evidence of enrolment on the professional or trade register in the
state where the company is established.
(4) Value added tax certificate (National requierment).
(5) Company tax certificate (National requierment).
(6) Self-declaration regarding health, environment and safety in
compliance with Appendix 2 (“Vedlegg 2”) of the Norwegian procurement
regulations (“Forskrift om offentlige anskaffelser” -- National
requierments).
III.2.2) Economic and financial capacity: (1) Company’s management
accounts for the current financial year, and any other relevant
information.
(2) Presentation of balance-sheets where publication of the balance-sheet
is required under the law of the state where the company is established.
(3) Statement of the company’s turnover for the last 3 financial years
relating to the area covered by the contract.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: (1) Statement of the company's total
manpower.
(2) Manpower proposed for this contract (organisation chart) with names
and CV's of the key personnel who will be responsible for its execution.
(3) A list of the principal deliveries effected or the main services
provided, by the company, in the past three years, with the values, dates
and recipients.
(4) A list of the works carried out, by the company, over the past five
years, with the values, dates and clients.
(5) Samples, descriptions and/or brochures of the products to be
delivered.
(6) A statement of the company's heath, environment and safety policy.
(7) A statement of the quality assurance/quality control system operated
