Assignment Title: Mediation and Community Legal Empowerment (MCLE) Baseline Survey

Assignment Description
The Mediation and Community Legal Empowerment (MCLE) program is a component of the Government of Indonesia's Support for the Poor and Disadvantaged Areas (SPADA) project being implemented with assistance from the World Bank in Aceh and Maluku. Its main aim is to increase access to justice for rural communities so that they can resolve conflicts and legal problems themselves. The program will include a rigorous monitoring and evaluation framework of which a critical component is an impact evaluation requiring a quantitative baseline survey. This survey will examine the following key research areas: community awareness of legal rights, access to dispute resolution mechanisms, household welfare and conflict and security. The survey instrument will have three components: a household survey, a key informant survey and a community survey. The survey will be implemented in four districts in Aceh and one or two districts in Maluku. One of two scenarios for sample selection will be implemented (to be determined at a later date). Scenario one involves conducting 2700 household, 732 key informant and 244 community surveys. Scenario two involves conducting 2376 household, 1023 key informant and 341 community surveys. Field implementation is expected to take place between late July 2008 and early-September 2008. Cleaned datasets and final report shall be submitted by October, 2008.
The World Bank seeks survey consultancy firms capable of undertaking the following tasks: • Preparing survey work plan and data collection strategy • Recruiting and assembling Project Management Team, Project Information Center, Field Teams, and Data Entry and Data Cleaning Team • Finalizing and field testing the survey instruments in consultation with the World Bank team • Preparing proper permits for data collection • Preparing survey materials, which include interviewer’s manuals and data entry and data cleaning programs and household tracking modules, in consultation with the World Bank team • Conducting training to Field Teams and Data Entry and Data Cleaning Teams including fieldwork trial • Fielding the survey instruments in designated locations and ensuring quality control of enumeration process • Ensuring proper data entry and data cleaning using the approved data entry and data cleaning programs • Delivering cleaned datasets • Writing final report, which includes a summary of lesson learnt, suggestions for improvement of future survey and detailed explanation on incomplete questionnaire and problematic questions.
Funding Source: The World Bank intends to finance the assignment/services described below under a trust fund from SPADA Aceh Access to Justice.
Eligibility: Consultant(s) should have the following qualifications: (i) Demonstrated history of conducting household surveys dealing with economic, social and/or legal issues. Experience working in Indonesia and Aceh is an advantage (ii) Direct experience in conducting comparable large scale (minimum 2,000) household and key informant surveys. (iii) Direct experience with conducting longitudinal household surveys including implementing procedures to allow for tracking of households in subsequent survey rounds is an advantage.
