Advisory Services to the Sarajevo (SASE) and Banja Luka (BLSE) Stock Exchanges
Expression of Interest
The Government of Bosnia and Herzegovina (Ministry of Finance and Treasury) has received a grant (TF 091945) from FIRST Initiative to contribute to transparency and integration of capital market in Bosnia and Herzegovina (BiH). This is invitation for eligible consulting firms to express their interest to provide services, which include:
1. Design unified BiH stock-market index and country benchmark (calculation-weighted price index, calculated and released in real time), and implementation handbook for index management and data dissemination; 2. Technical/policy knowledge transfer to SASE and BLSE in stock index design and management; 3. Delivering several training sessions for SASE and BLSE personnel and capital market participants on structured financial products based on stock market index, and 4. Analysis of benefits of concentrating ownership in voucher privatized companies in BiH.
The task will require seasoned local and international experts with the experience in: project management in financial sector, securities and equities sector, knowledge in IOSCO principles, corporate restructuring and work-outs, brokerage and financial operation in emerging markets, securities valuation and disclosure requirements in listed markets, financial derivates and structured financial products in emerging markets.
The consulting firm will work together with SASE, BLSE and capital market participants. Logistics are provided by SASE and BLSE.
The interested firms have to submit appropriate information regarding their qualifications for the provision of the above mentioned services (brochures, description of similar assignments, experiences in similar conditions, recruited staff qualifications and work experience, etc.). Consulting firms may associate with each other to complement their respective areas of expertise.
Consultants will be selected in accordance with the procedures set out in the World Bank’s Guidelines: “Selection and Employment of Consultants by World Bank Borrowers,” set out in 2004 and revised in October 2006.
