Request for Expression of Interest

The Kosovo Judicial Council will select a consulting company which will carry out the entry of pending case records into an automated court and prosecutor case management data base. The company will be responsible for all aspects of the entry of data, including the training of temporary employees, creation of a new data base for pending cases, configuration and deployment of persona computers and other necessary hardware, and for the transfer of data files into the data base of Case Management Information System. There are three components under the project: 1. Registration of pending cases, 2. Technical Assistance for Development of Performance and Management Information Statistics, 3. Grant Audit. This request for Expression of Interest relates to Component 1 only (see below).


Grant Description

The United Nations Interim Administration Mission in Kosovo (UNMIK) based on its authority pursuant to Resolution 1244 has received and signed a grant agreement between World Bank and UNMIK on behalf of the Republic of Kosovo, with the Kosovo Judicial Council as the beneficiary.

The Case Management Information System (CMIS) has been implemented in the Kosovo judicial system. Cases filed after implementation of the CMIS are entered into the automated system, instead of being registered manually in registry books.

The full functioning of this system, however, depends on the registration of old pending cases as well as on the registration of new cases into the system’s data base.

The Judiciary Statistics Project includes the registration of pending cases into a special data entry program which will then be incorporated into the CMIS data base. The World Bank Grant provides funding for this project.

A. Grant Components:

Component 1: Registration of pending cases
• Creation of an electronic data base for the pending cases.
• Training and testing of employees for the registration and classification of cases in a specialized data base.
• Creation of the data files for the pending cases.
• Entry of pending case records into the specialized data base created for that purpose.
• Transfer of data files for the pending cases into the CMIS data base.
• Configuration and deployment of technological equipment for registration, storage and transfer of electronic records of pending cases


Component 2: Technical Assistance for Development of Performance and Management Information Statistics.

• Technical and programming assistance in developing statistical report for monitoring court performance, budget planning and deployment of strategic resources for the courts.
• Assistance in developing statistical data for the judiciary for publication and distribution to the public.
• Assistance in web-publishing of statistical reports for the court regarding the case load.

Component 3: Grant Auditing
• Audit of the management of the grant by an independent audit company

B. Description of Duties and Responsibilities of the Vendor Company for Component 1:
• Development of software and data base for registration of pending cases, and for transfer of case data to CMIS,
• Registration of old cases into the data base,
• Training of the staff hired for case registration under the contract,
• Monitoring and quality control of the registration of pending cases in line with KJC standards, and
• Configuration and deployment of PC and peripheral hardware for case registration activities, management of network connections necessary for case registration and data transfer activities

C. Minimum Requirement to be Fulfilled by the Candidate Company for Component 1:
• Interest can be expressed by any legally registered company for provision of Information Technology services as a sole contractor or in consortium with another company,
• Each company of the group is obliged to meet the requested obligations according to the relevant provisions of the Procurement Guidelines of the World Bank,
• The company shall have on board necessary experts in information technology, especially in software development, analysis of business process and systems, and information technology training, and
• The company shall provide evidence of similar projects in the field of software application development and data management successfully performed by the company.

The consulting company shall be selected according to the QCBS procedure of the World Bank according to the Selection and Employment of Consultants from the World Bank (May 2004),and revised in 2006.
