The Bidder should be either a manufacturer or a turn-key project executer having experience of execution of at least 1 (one) turn-key high voltage sub-station or power plant project or other installation in the last 5 (five) years that contained an energy metering and related data acquisition system; and

(b) The Bidder must demonstrate minimum average annual turnover of US$1.5 (one and half) Million equivalent calculated as total certified payments received for contracts in progress or completed in the last five (5) years

1. This invitation for bids follows the general procurement notice for this project that appeared in UN Development Business, on 22 April 2004.

2. The Government of Bangladesh has received a credit/grant from the International Development Agency (IDA) towards the cost of Power Sector Development Technical Assistance Project, and it intends to apply part of the proceeds of this credit/grant to payments under the contract for Supply and Installation of H.T. Consumer Remote Metering Unit on Turnkey Basis to assist South Zone of BPDB by assessing Bulk customers Energy Consumption, Losses and Energy Auditing thereon under the TA Project titled “Technical Assistance for Implementation of Bangladesh Power Sector Reform .”

3. The Power Cell, Power Division, Ministry of Power, Energy and Mineral Resources, Government of the People’s Republic of Bangladesh now invites sealed bids from eligible bidders for supply, installation, testing and commissioning and post installation support of Remote Metering System including Digital Programmable Meters, necessary Instrument Transformers and accessories, Automated Meter Reading Software and Computer and Communications Hardware in different Medium Voltage (MV), High Voltage (HV) and Extra-high Voltage (EHV) Consumers under Chittagong and Comilla Distribution Zones of Bangladesh Power Development Board (BPDB) for Billing and Energy Audit purposes .

4. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the guidelines.

The Bidder should be:

(a) Either a manufacturer or a turn-key project executer having experience of execution of at least 1 (one) similar project in the last 5 (five) years on energy metering and related data acquisition system that are common in high voltage electrical substation, power plant, distribution utility or other installations; or

The Bidder should be either a manufacturer or a turn-key project executer having experience of execution of at least 1 (one) turn-key high voltage sub-station or power plant project or other installation in the last 5 (five) years that contained an energy metering and related data acquisition system; and

(b) The Bidder must demonstrate minimum average annual turnover of US$1.5 (one and half) Million equivalent calculated as total certified payments received for contracts in progress or completed in the last five (5) years.

5. Interested eligible bidders may obtain further information from Director General, Power Cell, Power Division, and inspect the bidding documents at the address given below from 9:30 - 15:30 Hrs.(Bangladesh Local Time)

6.A complete set of bidding documents in English may be purchased by interested bidders on submission of a written application to the address below and upon payment of a nonrefundable fee of BDT 15,000/- (Taka Fifteen Thousand only) or USD 250.00 (US Dollar Two Hundred Fifty only). The method of payment will be in the form of pay order/ bank draft from any scheduled bank of Bangladesh or from a foreign bank outside the country with the endorsement of Bangladeshi schedule bank, if the bid document is purchased from outside the purchaser’s country. The document may be sent by Air Mail for Overseas Delivery and Surface Mail/Courier for Local Delivery, if postal stamps are paid.

7. Bids must be delivered to the address below at or before 14:00 Hrs Local Time on 13 July 2008. Electronic bid submission is not acceptable. All bids must be accompanied by a bid security of BDT 3 (three) million or an equivalent amount in a freely convertible currency. Late bids will not be accepted and will be returned unopened. Bids will be opened in the presence of the bidders’ representatives who choose to attend.
