The Ministry of Rural Rehabilitation and Development (MRRD) has received a grant from the Afghanistan Reconstruction Trust Fund (ARTF) managed by the World Bank for the improvement of Rural Water and Sanitation services and intends to apply part of the proceeds for consultancy services for the study mentioned.
1. Objectives of the Assignment:
The Objective of the study is to develop a policy and operational framework on “Efficient drinking water supply service delivery approaches for small towns, Peri-urban areas and multi villages schemes. An adjacent aspect of the assignment will be to develop a framework for rural drinking water quality management in Afghanistan”,
There tends to be a gap in the urban and rural sector approaches in providing drinking water services to the areas lying between the two, ie. peri-urban areas, small towns and multi-village schemes. To achieve the Millennium Development goals in Afghanistan special attention is required for providing efficient service delivery in these areas.. During the assignment, the consultant will assess the existing situation of such intermediate settings in Afghanistan so as to propose some guiding principles of service delivery for peri-urban areas, small towns and multi-village schemes. While carrying out this study, the consultants will coordinate with the institutions responsible for urban water supply.
2. Scope of the Assignment:
A. The scope of the assignment covers assessment of water supply situation and arrangements in a few pre-selected settings such as peri-urban areas, small towns and multi-village schemes (no necessarily in those provinces under the project) and draw findings in the shape of reports as explained in the methodology. The consultant is expected to review the institutional, financial, social and technical aspects to deliberate on which type of investment and management options are suitable under the prevailing socio-economic conditions in Afghanistan, in the light of discussion with the stakeholders and develop a policy and operational frame work with guiding principles in the technical, social, financial and institutional areas for
1. Small Towns Water Supply
2. Multi-village Water Supply Schemes
3. Peri-Urban areas Water Supply

B. The consultant will also develop a framework for drinking water quality management in the rural areas of the country after duly familiarizing himself with the Project, the Government’s rural water supply and sanitation policy /strategy as well as the Implementation Manuals (Volumes I & II) for the rural water project. The Consultant should draw guidance from these documents in performing the assignment to the extent it is necessary and will closely liaise with public health institutions.

The Ministry Rural Rehabilitation and Development (MRRD) now invite eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
