The Directorate of Flight Safety aims to eliminate the accidental loss of aviation resources or at least provide inputs to reduce the operational risk under which our personnel and aircraft operate. One of the key tools to raise the awareness of personnel associated with air operations is a good promotional program. The objective of the Flight Safety Promotion Program is to facilitate the maintenance of a strong and committed FS culture within all organizations that conduct or support DND / CF flying operations. An active and visible Flight Safety Promotion Program designed to engender full participation in the Flight Safety Program at the tactical, operational and strategic levels is an excellent way to achieve the objectives of the Flight Safety Program with a relatively small investment. The CF Flight Safety Program uses a series of briefings, Flight Safety documents/publications and awards as the main mechanisms for the Promotion Program.
It is intended to award a one-year contract, with the option to extend for two (1) one-year periods at the Crown’s discretion.

This is a new requirement.

MANDATORY QUALIFICATIONS (SUMMARIZED FROM RFP)

The proposal SHALL demonstrate that the Bidder meets the following Mandatory Criteria
M.1.    Significant experience (6+ years) in communication and multimedia publishing of a magazine, as Editor or Deputy Editor.
M.2    Paper copy of one French and one English sample of national level publications (such as Air operations preferred. These samples must show the bidder ability to carry-out the activities Esprit de Corps, Frontline, or Airforce Magazine, etc.) Projects completed, with emphasis on the writing, editing, graphic designing and coordination of printing and distribution.
M.3. Paper copy of one French and one English sample of other written published materials for the Canadian audience, with emphasis on the Air operations preferred. These samples may include feature articles prepared for national-level publications, speeches, news releases, backgrounders, and stories for the Web, brochures or promotional materials. Technical writing products such as manuals, and translation documents will NOT be considered as acceptable samples, and will NOT be counted for the purposes of this evaluation.
M.4. CD containing electronic files proving capability to prepare a publication using Adobe® InDesign® CS3 software, Adobe Illustrator and Adobe Photoshop for the preparation of various graphic design and printing projects. Technical writing products such as manuals, and translation documents will NOT be considered a publication project, and will NOT be counted for the purposes of this evaluation.
M.5. Two letters of reference describing bidders ability toward working in both official languages, judgment, initiative, dependability, flexibility and inter-personal/team player effectiveness.
M.6. Must be fluently bilingual in both official languages.
M.7. Contractor must hold a valid Reliability Security Clearance at time of bid closing

DND reserves the right not to award a contract, regardless of the responses received. The contract, if awarded, will be awarded to the bidder who meets the mandatory criteria and provides the lowest cost-per-point proposal.

Where this notice and the RFP differ, the RFP shall prevail.
