II.1.4) Short description of the contract or purchase(s): Transport for
London’s (TfL) Surface Transport organisation is responsible for a wide
range of surface transport.
modes and services including buses, the road network, traffic management,
taxis and private hire vehicles,
congestion charging and river services. Each mode or service utilises
technology to deliver its services.
TfL therefore seeks to appoint a number of specialist consulting firms on
whom TfL may draw for resources to
deliver their projects. The scope of technology related services includes:
• Camera-based technologies: CCTV cameras, number plate reading equipment,
digital cameras and
communications;
• Enforcement related expertise concerning use of images and event
capture;
• Road pricing technologies including tag and beacon, GNSS, Geographical
information systems and mapping;
• Fixed communications including broadband, private circuits and IP-based
communication for voice and data;
• Mobile communications including radio systems, GSM, 3G mobile, wi-fi,
WiMax and Mesh;
• Traffic management systems, including SCOOT, traffic signals and control
systems, journey time measurement
systems and traffic survey;
• Vehicle and pedestrian detection, monitoring and tracking;
• Automotive electronic engineering;
• Control room systems;
• Data centres and resilience;
• Back-office solutions;
• Systems integration;
• Display technologies including variable message signs and screen-based
display.
Services Required
1. Support to strategic planning and budgeting
2. Support to procurement of systems
3. Design, specification, testing and implementation of systems
4. Expertise in criminal and civil evidential requirements for enforcement
associated with imaging and vehicle
detection solutions
5. Coordination and project management of operational processes and
technology design.
6. Design and implementation of trials and tests (especially in
‘on-street’ environments).
7. Liaison with technical authorities within TfL and in central government
8. Database and systems development
9. Project and programme management.
