The Project consists of the installation of an inlet structure hydraulic dredging, and an mechanically stabilized earth (MSE) wall in the middle of the Chesapeake Bay to provide tidal flow to the wetland cell 1A. We feel that contract needs the resources of a larger contractor that has the experience with building on the shorelines and the flexibility in adapting to island contruction. For Poplar island, I lead the way in using 8A contractors and will continue to do so where appropriate. The risk of these structures failing must be reduced by using a contractor who is highly experienced, highly flexible and familiar with working in the island/water environment.

The proposed procurement is 8a Competitive Set Aside; NAICS 237990 with a small business size standard of not to exceed $31 million average annual receipts over the preceding three fiscal years , estimated cost of services is between $500,000.00 and $1,000,000.00. Solicit and Award one contract for construction project consisting of the installation of an inlet structure hydraulic dredging, and a mechanically stabilized earth (MSE) wall in the middle of the Chesapeake Bay to provide tidal flow to the wetland cell 1A.

Additional information in accordance with the statement of work is included in the request for quotations bid package. All responsible sources may submit a bid which shall be considered by the agency.
