Consulting Services:
Cambodian Organization/Institution to Manage a Networking and Resource Center Component


Program to Enhance Capacity in Social Accountability (PECSA) seeks a Cambodian Organization/Institution to manage its Networking and Resource Center component which includes provision of overall technical support to the identified networks in 15 provinces and to the members of the practitioners’ network. It will also assist the network with financial management to ensure financial accountability and transparency as well as to play a role in monitoring and quality control of the services.


Scope of Work: 


1. Support existing CSO networks


1.1. In consultation and coordination with the CSO Network driven organizations, identify the existing CSO networks from 15 provinces and in Phnom Penh, gather information including schedule of meetings and ensure information about PECSA and the efforts it supports is disseminated and updated during the network meetings or gatherings.


1.2. Provide financial and technical support for coordination of CSO networks’ meetings and gatherings in 15 provinces on a quarterly basis and in Phnom Penh on a monthly basis to share practical experience and broaden their learning opportunities from each others about activities related to social accountability as well as on how they can support each others in order to make their social accountability efforts work more effectively and productively.


1.3. Together with the existing NGO networks and their members, provide support to bridge and strengthen connection and relationship between and among Community Based Organizations (CBOs) and NGOs so that they are well informed about PECSA and are engaged in the learning and implementing processes of social accountability that the PECSA offers. Where and when possible the CBOs might be provided capacity building through a step-down and replicate training efforts to be conducted by the NGOs who would have benefited from the PECSA training, mentoring/coaching and study tour programs.


1.4. Organize national networking events to promote sharing and learning of experience on social accountability, best practices, lesson learned from across Cambodia. During the national events the Development Market place context (open competition for grants) might be introduced among potential CSO partners and the general publics. 


2. Establish Resources Centers and Publish Regular Newsletters


2.1. In coordination with the PECSA Unit, prepare and publish newsletters that contain updated information such as: about PECSA; announcement of training and study tour opportunities; call for proposals; announcement of the winners; reports and success stories of social accountability activities, etc. and send to all members of the CSO networks via e-mail and during the networking meetings or gatherings.


2.2. Identify and select organizations that are based in the provinces or communities (in the 15 target provinces) who have the ability and capacity to keep and manage the resource materials of social accountability (most useful and relevant documents in hard copies or books) to make it available to the practitioners. This is proposed due to limited internet access and capacity in some remote areas as well as due to level of knowledge among a large proportion of Cambodians on the use of internet technology. The same set of materials will also be made available at the Public Information Center (PIC) in Phnom Penh.


The World Bank now invites Cambodian organizations/institutions to indicate their interest in providing the services. Interested organizations/institutions must provide information indicating that they are qualified to perform the services such as: brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among the organizations’ permanent staff, etc. 
The organizations/institutions will be selected in accordance with the procedures set out in the current edition of the World Bank's  Guidelines: Selection and Employment of Consultants by World Bank.
Length of Assignment
The assignment is expected to start in July 2008 and end in December 2009
