SUPPLY, INSTALLATION AND CONSTRUCTION OF WATER SUPPLY FACILITIES

LOT 1: WATER PRODUCTION PLANT “BOLJE SESTRE”
LOT 2: PUMP STATION AND WATER TANK “RELJIĆI” AND REHABILITATION OF RESERVOIR “ĐURMANI”

1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue no. 717 of December 17, 2007.

2. The Government of Montenegro has received a credit from the International Development Association toward the cost of Montenegro Sustainable Tourism Development Project, and it intends to apply part of the proceeds of this credit to payments under the contract for Supply, Installation and Construction of water production facility “Bolje Sestre” and pump station and water tank “Reljići” including rehabilitation of reservoir “Đurmani”, Contract no. MSTDP-WSF-005.

3. The Public Enterprise “Regionalni vodovod Crnogorsko primorje” now invites sealed bids from eligible bidders for the following services:

 LOT I: Supply, Installation and Construction of water production facility “Bolje Sestre” located at the northern part of the Skadar Lake (access road, water intake, pressure pipeline, reservoirs, internal roads, auxiliary facilities);
 LOT II: Supply and Installation of mechanical, electrical and technological equipment at the pumping station “Bolje sestre” and Supply, Installation and Construction of the "Reljići" pumping station (reservoir, pump station, power supply, auxiliary facilities), water tank “Reljići” and rehabilitation of the reservoir "Djurmani".

Bidders may bid for one or more Lots. Each Lot must be priced separately. Bids for more than one Lot may offer discounts and such discounts will be considered in the comparison of bids. Evaluation will be on Lot by Lot basis or combination of Lots. The selected Contractor(s) will be responsible for each activity required for completion of the facilities on the basis of the turnkey contract.

In case two different Contractors are selected for Lot1 and Lot 2 it is necessary to provide coordination between them related to the installation of the equipment.

The works for both Lots are expected to commence in summer 2008. Estimated duration of the contract under Lot No.1 is 10 months and under Lot No. 2 is 15 months.
The pipelines of the continental branch of the regional water supply system are not subject to this invitation and have already been contracted.

4. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the guidelines. To be qualified for the award of a contract, Bidders bidding for one lot must satisfy the following minimum criteria:

a) Experience as prime contractor in at least three (3) contracts within the last five (5) years, each with a value of at least 1,5 million Euro (1.500.000,00 €), that have been successfully and substantially completed and that are similar to the proposed works.

b) Minimum average annual turnover of 5 million Euro (5.000.000,00 €), calculated as total certified payments received for contracts in progress or completed, within the last three (3) years.

c) The Tenderer must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet:

 the following cash-flow requirement: 1 million Euro (1.000.000 €),
 the overall cash flow requirements for this contract and its current commitments.

d) Other qualification criteria, as well as particular criteria for Bidders bidding for two lots, are specified in the bidding documents.

5. Interested eligible bidders may obtain further information from Public Enterprise “Regionalni vodovod Crnogorsko primorje” and inspect the bidding documents at the address given below from 09.00 to 15.00 hours (local time).

6. A complete set of bidding documents in English language may be purchased by interested bidders from May 7th, 2008 on the submission of a written application to the address below and upon payment of a nonrefundable fee of 600.00 € (six hundred Euro) (V.A.T. included) or an equivalent amount in a freely convertible currency. The method of payment will be transfer order on the name of JP Regionalni vodovod “Crnogorsko primorje” Budva, ACC No. 510-2088-81 at the Crnogorska komercijalna banka A.D. Podgorica – Filial Budva for local bidders, and for international bidders the following payment instructions apply:

7. Pre-bid meeting will take place at the premises of PE "Regionalni vodovod Crnogorsko primorje" at the address below on May 28th , 2008 at 10.00 hours. Separate bids for each lot must be delivered to the address below at or before June 25th, 2008, at 11.00 hours. All bids for each lot must be accompanied by a bid security of 60.000,00 EUR or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below on June 25th, 2008, at 11.00 hours.
