International Competitive Bidding (ICB/G/001/MA/2008)

1. The Government of Lao PDR has received a financing in the amount of USD 8.5 million under IDA 3676-LA and additional financing in amount of USD 3.0 million under Grant No. H316-LA from the International Development Association (IDA) towards the cost of the Financial Management Capacity Building Project (FMCBP), and it intends to apply part of the proceeds for the Supply and Delivery of Procurement of the Computers and Peripherals.

2. Public Finance Management Strengthening Unit (PFMSU) now invites sealed bids from eligible bidders for Supply and Delivery of Procurement of the Computers and Peripherals, to ICT division of Cabinet Office and Implementing Agencies, Ministry of Finance, Vientiane Capital, Lao PDR.

3. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the Guidelines.

4. Interested eligible bidders may obtain further information from the Public Finance Management Strengthening Unit (PFMSU) of the Ministry of Finance and inspect the bidding documents at the address given below from 0800 to 1600 hours (Standard Lao PDR time), or contact as follows:

5. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of Lao kip 500,000 or equivalent to USD 50.00. In case bidders are from within Lao PDR, the bidding documents can be secured from the address below while for those outside the country the bidding documents can be sent electronically (by e-mail) or by courier if so requested, upon confirmation of payment. Payment may be made by cash, bank manager’s check, or bank telegraphic or on-line transfer to the Public Finance Management Strengthening Unit (PFMSU), Ministry of Finance, as follows:

7. Bids must be submitted to the address below on or before 14:00AM hours, on June 30, 2008. All bids must be accompanied by a bid security of at least two percent (2 %) of the total bid price, denominated in the currency of the bids. Late bids will be rejected. Bids will be opened immediately after bid submission in the presence of the bidders’ representatives who choose to attend at the address below.
