Component 2: Rehabilitation and Periodic Maintenance Secondary and Provincial Roads (IFB No. CAKH -005)

Invitation for Bids

This Invitation for Bids follows the update of the General Procurement Notice for this Project that appeared in Development Business, issue no.732 dated 31 March 2008.

The Royal Government of Cambodia through the Ministry of Economy and Finance has received a credit for the Provincial and Rural Infrastructure Project (PRIP) (Credit No. 3822-KH) from the International Development Association and intends to apply part of the credit to payments under the Contract No. CAKH005 for Road Rehabilitation of Secondary Roads SNR 64-1 in Kampong Thom Province and construction of other structures in the following lots:

• Lot 1: Rehabilitation of Secondary National Roads, SNR64-1 length 36.243Km, Junction RN6 PK172+000 at Kg Thom to Preah Vihear and Kg Thom border (SNR64 PK36+243);
• Lot 2: Construction of Two Reinforced Box Culvert along SNR 65 and One Reinforced Concrete Bridge along PR 207;
• Lot 3: Construction of Two Reinforced Concrete Bridges & One Box Culvert along PR 181;-
• Lot 4: Construction of one Reinforced Concrete Bridge along PR 181-3; and
• Lot 5:Construction of One Reinforced Concrete Bridge along RN213

Bids may be submitted for one lot or combination of lots while separate contracts will be awarded to a lot or combination of lots to bidders who submit bid(s) that resulted to the lowest evaluated bid price(s) and subject to the qualification criteria set forth under Sub-Clause 4.5 of the Bid Data Sheet.

The Royal Government of Cambodia represented by the Ministry of Economy and Finance has appointed Crown Agents as Procurement Agents for selected World Bank funded projects in Cambodia.

The Crown Agents acting for and on behalf of the Ministry of Public Works and Transport (MPWT), now invites sealed bids from eligible and qualified bidders for Contract No. CAKH005.

Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credit ,(January 1995, revised January and August 1996, September 1997 and January 1999 ) and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

Interested eligible bidders may obtain further information from the address below and inspect the bidding documents at the address below.

A complete set of bidding documents in English may be purchased by interested bidders on submission of a written application to the address below and upon payment of a non-refundable fee of USD 50.00. In case bidders are from within Cambodia, the bidding documents can be secured from the address below while for those outside the country the bidding documents can be sent electronically (by e-mail) or by courier if so requested, upon confirmation of payment including courier fee of USD 20. For local bidders, payment will be made by cash to the address below. For those outside Cambodia, payment will be made by bank telegraphic transfer to the following account:

Bids for each lot shall be valid for a period of one hundred twenty (120) days after bid opening and must be accompanied by a bid security in the amount and in the form specified under Sub-Clauses 16.1 and 16.2, respectively, of the Bidding Data Sheet.

Qualified domestic contractors will be eligible to receive a margin of preference of 7½ percent in Bid evaluation.

Bids shall be delivered at the address given below on or before 1430 hours (local time), 25 June 2008, at which time they will be opened immediately in the presence of the bidders who wish to attend.
