CONSULTING SERVICES FOR MEDIATION AND COMMUNITY LEGAL EMPOWERMENT (IA-MCLE) FOR SPADA ACEH-NIAS

REQUEST FOR EXPRESSIONS OF INTEREST

1. This request for Expression of Interest follows the General Procurement Notice for this Project that appeared in Development Business No. 697 of February 28, 2007.

2. The Government of Indonesia has received Grant DFID TF090761 - IND through the International Bank for Reconstruction and Development (IBRD) and the International Development Association (IDA) and intends to apply part of the proceeds of this Grant to payments under the contract for consulting services for implementing Mediation and Community Legal Empowerment under the Support for Poor and Disadvantaged Areas (SPADA) Aceh-Nias Program. The Support for Poor and Disadvantaged Areas (SPADA) Aceh-Nias Program is implemented through community based approach, where community and local government conduct planning, implementation, control and managing program. One of the activities of the SPADA Aceh-Nias Program is legal aid and dispute settlement alternatives. To support this activity, an Implementing Agency for Mediation and Community Legal Empowerment (IA-MCLE) is to be selected.

3. The services include: mapping community needs for legal services, provide specialists such as barefoot lawyer, post facilitators, and paralegal, building legal aid posts for community, socialization of MCLE program to stakeholders in all level, facilitating handling complaint, training for facilitation skills in dispute and social conflict resolution, building networks to strengthen advocacy in handling conflicts, and monitoring all mediation and community legal empowerment activities. The activities will be implemented in Aceh and are likely to start from August 2008 and end in August 2009 (12 month)

4. The State Ministry for Development of Disadvantaged Areas now invites eligible NGOs, universities, or university study centers to indicate their interest in providing the above service. Interested consultants must provide information accompanied with documentary proof to show that they are qualified to perform the services (i.e. a profile of the service provider, brochures, experience in similar assignments, experience in similar conditions and availability of appropriate skills among staff, etc.). NGOs and/or university study centers may associate to enhance their qualifications. If the NGOs/Universities/University Study Centers decide to express interest in the form of an association, they need to submit a letter of association or an MOU or a letter of intent which should clearly indicate whether (i) the association is in the form of a joint-venture (JV) or sub consultancies, and (ii) in the case of a joint-venture association, the letter should explicitly state that the JV partners will be jointly and severally liable for the assignments.

5. A consultants will be selected in accordance with the procedures set out in the World Bank’s Guidelines; Selection and Employment of Consultants by World Bank Borrowers, May 2004.

6. Interested Consultants may obtain further information at the address below during office hours (9.00 am to 4.00 pm) Monday to Friday.

7. Expression of Interest must be delivered to the address below by not later than May 19, 2008 at 3pm.
