Proposals are sought from small business concerns for participation in the Department of Homeland Security (DHS), Science and Technology (S&T) Small Business Innovation Research (SBIR) Program. The SBIR Program is a three-phase program which implements Public Law 102-564, the Small Business Research and Development Enhancement Act of 1992. The following four (4) research topics are available under this solicitation: (1) H-SB08.2-001 Engineered Building Materials; (2) H-SB08.2-002 Innovative Educational Environments to Develop the Necessary Intellectual Basis for a National DHS S&T Workforce; (3) H-SB08.2-003 High Speed DNA (Deoxyribonucleic Acid) Sequencing for Environmental Sample Biological Threat Detection, Identification, and Support for Attribution; (4) H-SB08.2-004 Telecommunications Linking System. There will be an advance release of the solicitation to permit technical questions. The solicitation response closing date and time is 17 June 2008, 4:30 pm Local Eastern Time. Classified proposals are not accepted. From 1 May 2008 through 16 May 2008, proposers may contact the Technical Points of Contact identified in the solicitation by telephone or by email to ask technical questions about specific technical topics. No further direct contact between proposers and Technical Points of Contact shall occur after 16 May 2008 for reasons of competitive fairness. Additional questions will only be accepted until 6 June 2008.through e-mail at faq@hsarpasbir.com. The solicitation is available only in electronic format from the Federal Business Opportunities (FedBizOpps) web site at https://www.fbo.gov, in accordance with the Government Paperwork Elimination Act (GPEA).
