II.1.4) Short description of the contract or purchase(s): The Irish
Wetland Bird Survey (I-WeBS) provides information on the numbers of
wintering and migrating waterbirds at Irish wetlands namely lakes, rivers,
estuaries, other coastal habitats, marshes and wet grasslands. The
information is gathered through regular monthly counts of sites between
September and March. Many of the sites are divided into sub-sites (Count
Unit Definition Inventory or CUDI) to increase the precision of the
survey.
Census data are collated and analysed at the species, site and population
level to provide rankings of site importance. This is particularly the
case for Special Protection Area (SPA) designation under the Birds
Directive (79/409/EEC) for Annex 1 and migratory waterbirds. They
furthermore provide the monitoring data that meets the statutory reporting
obligation for SPAs and their waterbirds under the Birds Directive. These
data will also provide the basis for Natural Heritge Area designation
under the Wildlife Act 1976 and the Wildlife (Amendment) Act 2000 at some
point in the future.
I-WeBS commenced in 1994/95 as a partnership project. This partnership
comprised NPWS, the Wildfowl and Wetlands Trust (WWT) and BirdWatch
Ireland (BWI). It was preceded by the Wetlands Enquiry (1971/72 to
1974/75) and the Winter Wetlands Survey (1984/85 to 1986/87), amongst
other endeavours, indicating the long history of counting waterbirds at
Irish wetlands. These data identify Ireland as an internationally
important wintering and passage area for waterbirds from the
Canada/Greenland/Iceland and NW European flyways. Many sites hold
internationally important numbers (1 % of the biogeographical population)
of certain species or exceed the RAMSAR criteria of 20 000 waterbirds.
